Solicitation amendment – Question and answer for clarification
A. Transport of mail, patient records, medical and office supplies. All items are properly packaged by VA personnel for transportation and placed in appropriate containers. The Contractor shall pick up and deliver items such as (but not exclusively) patient medical records, medical and non-medical supplies, pharmaceuticals (no narcotics), secure lock boxes, mail (varying in size), payroll records, radiological films, biomedical equipment, durable medical equipment, claim files, medical gases, office supplies (including boxes of paper), and other related items as requested. All items should be handled as confidential.
Questions:
1. What is the maximum volume of items described above that will be transported daily? This will ensure we quote adequate vehicle size to meet the VA needs At a minimum, daily deliveries will include a mid-sized cooler (24” x 24” x 24”) with laboratory specimens (2 for each site – one empty, one full); mail bags (2 for each site – one empty, one full); and supplies to include medical, office, and laboratory supplies. Office supplies at times may include boxes of paper. In total, each delivery site would have a minimum space of roughly 36” x 36” x 36” but may go up to 48” x 36” x 36” on occasion.
1. Please describe the “Medical Gasses” that are to be transported including max volume of gasses transported daily so that we may ensure we are in compliance with CFR-49 medical gases will generally only include small, e-cylinders (walk abouts) of oxygen.
Question:
What is the expected delivery time to the Minneapolis VA for specimens? Minneapolis Lab is open 24-hrs, 7-days a week. Drivers will also have access to external secure storage for mail and returning supplies (if needed).
Question:
Due to the volatility of current fuel pricing, would a fuel surcharge based on the national average be considered? This is equitable and beneficial for both VA and the contractor. The VA saves money as fuel goes down and protects the small Veteran Owned Business if fuel goes up. No, the Government won’t be considering fuel costs in this contract.
Question:
Will all line items be effective and the associated locations ready to go on the first day of the Period of Performance? Yes. However, modifications may be required as clinics and offices may change locations as required.
Question:
Does the VA anticipate any location changes and/or closings thus affecting a line item during the life of this contract? Yes. Maplewood CBOC will relocate to a larger site; precise location is unknown. Other sites may as well depending on requirements within VHA as well as direction from the Government Services Agency (GSA).
1. How many drivers/vehicles are required to service this contract? That would be the decision of the contractor to ensure meeting the requirements of the performance work statement (PWS).
1. What is the vehicle size required to service the location? All vehicles used in performance of this contract shall be registered, licensed, and meet the minimum vehicle requirements as mandated by the Department of Transportation and the State of Minnesota. Vehicles must be of the proper size to accommodate all items requiring delivery (items listed in PWS); small cars are not appropriate. It is important the Contractor furnish safe vehicles that dependably operate in difficult weather conditions to support high priority needs such as Laboratory services. The Government reserves the right to inspect the vehicles to validate contractor’s ability to perform.
1. Will on-call STAT services be needed for this contract? Daily pick up no later than 1:30pm, Monday through Friday to ensure same day delivery to required destination listed in “Requirement Estimated Schedule.” No weekend or holiday trips are required.
1. Do you accept CPARs evaluations as additional Past Performance information? Yes
1. Regarding specific employees information: It is common practice for small businesses that the drivers, cars and other equipment used for a contract are not sourced until after an award has been made, for cost effectiveness and to reduce loss. However, we will be forwarding our standard Training Certificates-Procedures for your reference, is this information acceptable? That would be the decision of the contractor to ensure meeting the requirements of the PWS. The contractor should be able to fully perform on the effective date of the contract. Please ensure, if the drivers are not employees, that you can meet the Limitations on subtracting 852.219-74 included in the solicitation document
1. Regarding evaluation factors for the price Volume: we usually like to provide a “Pricing realism” cost break-down, to include SCA minimum per year, the number of drivers, hours and miles that are estimated to be required for performance, and other costs. Is it acceptable that we forward this Pricing Realism chart with our Price response? Yes, but the pricing schedule included with the solicitation also needs to be filled out.
1. Items 001H and 001L are scheduled for one pickup per week but the price schedule has 252 as the quantity. Should that quantity be 52? The number of trips are estimated for each location. We are assuming we are being charged by the trip due to the location; not by the number of trips that will be made.
1. Line Items 0001H and 0001L should not have a quantity of 252, since they're serviced only once per week according to the PWS. We believe the correct quantity for both these Line Items should be 52. Because the number of trips are estimated, and they could fluctuate throughout the life of the contract, we are more concerned with the charge per trip rather than how many trips per year. The price schedule is set up for unit as trip.
