About this file
This document contains questions and answers regarding a solicitation for construction of an air handling tower at a Veterans Affairs medical center. The solicitation seeks a contractor to construct a new air handling tower at the VA Pittsburgh Healthcare System in Pittsburgh, Pennsylvania, and sets aside the opportunity for Service-Disabled Veteran-Owned Small Businesses. Key details include an average cable cabling distance of 200 feet to data rooms and 40 feet to existing cable trays, the need to connect a new fire alarm panel to the main fire alarm panel for the campus, and clarification that the contractor is responsible for terminating cable in data closets but the VA will connect security and camera equipment. Question 1: Currently, below specification calls for Fire Resist Barritech NP with regard to above project.
We would like to request that our AIR-SHIELD LSR please reviewed as a liquid membrane air/vapor air barrier material here. Please see the attached data sheet to assist with review, if you can please let me know if it’s acceptable it would be greatly appreciated.
Answer 1: Air-Shield LSR is in compliance with the performance requirements set forth in 072727. If submitting an “equal” product, offerors must provide all required documentation in accordance with FAR provision 52.211-6 Brand Name or Equal.
Question 2: Distance to each data room on each floor T Sheet device (WAP, CAMERA, FACP connection, Security Access Control head end)
Answer 2: Approximately 200' average cabling distance to head end.

Question 6: Note on EP101 calls for a 4” conduit from the 1st floor to each floor above for future AHU Panel feeds
a) does that mean each floor # 2,3,4,5,6,7 will have a separate conduit?
b) do those (6) 4” conduits need to extend to US-1 on sheet EP101?
Answer 6a: Yes, each floor will require a separate 4" conduit.
Answer 6b: No. These future panels will all need to be fed from a new substation in a future phase that is tentatively planned to be located in the south west corner of the existing parking lot. All these conduits will need to be stubbed to the south side exterior, 5' outside of the foundations for future extension to the future unit substations. We should verify with the VA/Owner if they would like conduits for all future floors (last panel on 11th floor) included now as well.
Question 7: Does the new Fire Alarm Panel on Sheet EP101 need to connect to an existing Main FACP somewhere else? Where?
Answer 7: The new FACP will need to connect to and report to the main fire alarm control panel for the entire campus.
Question 8: Does the FACP need a data line to it from somewhere or just a connection to an FACP somewhere else?
Answer 8: It needs a connection to an FACP somewhere else.
Question 9: Who will terminate the WAP cables in the Data Closet? Contractor or VA?
Answer 9: Contractor
Question 10: The Prime Contractor Responsibility Determination, item 6. Requires contractors to determine the safety and EMR history of their subcontractors. Is the contractor required to submit this with the proposal? Please clarify.

Answer 11: Pictures cannot be provided. Existing gear is " GENERAL ELECTRIC AV-LINE SWITCH BOARD; 3000A SUPPLY, 208V/3P, 65,000 SSCR".
Question 12: Panels L8, L9, L10, L11, & L12 are shown on E 402 Riser but they are not shown on the EP Sheets - we presume they are future panels…. Please confirm
Answer 12: Yes, these panels will be added as floors are added to the tower in the future.
Question 13: The disconnects for Panels L8-L12 also appear to be future… Please confirm
Answer 13: Yes, these disconnects will be added as floors are added to the tower in the future.
Question 14: The new breaker indicated for Panel US-2 that is intended to feed L9-L12 also is assumed to be future… please confirm
Answer 14: Yes, these breakers will be added as floors are added to the tower in the future.
Question 15: Please clarify in Addendum which DS-200 Disconnects will need double lugs on the incoming side. There is no note on the plan, but E402 indicates that there will be a need for feed thru lugs on the line side of several DS-200 disconnect
Answer 15: Refer to the one-line diagram for disconnects requiring double lugs on the incoming side.
Question 16: Plumbing plans P00 and P10U show a Sump Pump that needs 240v 1ph power. This requirement is not represented on the electrical plan on sheet EP100. Please clarify the power requirements for this pump.
Answer 16: 208V 1Ph power should be provided for this sump pump. Contract Documents will be updated via addendum.
Question 17: Will Sales Tax Exempt Certificates be issued on this project?
Answer 17: No
Question 18: Spec section 014500 paragraph 3.4.A identifies members of the Quality Control Organization as SSHO, CQC System Manager, Design Quality Manager (if applicable). Can you confirm that the Prime Contractor is not to provide a Design Quality Manager for this project?
Answer 18: This specification section is used for both Design/Build and Design/Bid/Build project types. The Design Quality Manager would be necessary for a Design/Build project. Delete reference to Design Quality Manager throughout Spec Section 014500.
Question 19: Spec section 014500 paragraph 3.4.B identifies that the CQC System Manager can be a construction person with certain qualifications, but the criteria for evaluating those qualifications is not provided. Can you identify the amount of experience you will be looking for in a CQC System Manager if they are not a graduate engineer or graduate architect?
Answer 19: Change sentence in Paragraph 3.4.B. to read, "The CQC System Manager is required to be a graduate engineer, graduate architect, or construction person with a minimum of 12 years of construction experience on construction similar to the scope of this Contract."
Question 20: Spec section 014500 paragraph 3.4.B mentions that the CQC system manager has some duties as project superintendent in addition to quality control, and paragraph 3.2.B.1 states that the CQC System Manager reports to the project superintendent. Further, paragraph 3.4.A mentions that the Safety and Health Manager will be a member of the QC Organization. Can you confirm that the prime will need to provide a minimum of 3 individuals for the on-site management of this project: Safety and Health Manager, Project Superintendent and CQC System Manger?
Answer 20: Since they have the same duties, the CQC System Manager can be the same individual as the Project Superintendent, provided the individual has the required credentials for both roles. A minimum of two (2) individuals are required.
Question 21: In an attempt to not inundate contract representatives with repetitive requests for Past Performance Questionnaire completion, can CPARS evaluations be submitted in lieu of a Past Performance Questionnaire?
Answer 21: Yes. Past Performance Questionnaires were requested but not required. CPARS evaluations or any other past performance documentation for recent/relevant projects can be submitted to assist the Government in making a responsibility determination.
Question 22: There is a Past Performance Questionnaire attached to the solicitation documents, and the Prime Contractor Information for Responsibility Determination document mentions PPQ’s as well, but this is not listed a Proposal Evaluation Criterion in the RFP itself. Could you please clarify whether PPQ’s must be incorporated into the proposal or sent directly to the CO for our proposal to be found Technically Acceptable?
Answer 22: Past Performance Questionnaires (PPQ) are only used for responsibility determinations, they are not used as an evaluation factor. PPQs are requested, but not required. If an offeror chooses to use the PPQ provided, the person(s) providing the reference must submit it directly to Gregg Sutcliffe or Daniel Kinney at gregg.sutcliffe@va.gov or daniel.kinney@va.gov no later than the proposal due date and time. The Prime Contractor Information for Responsibility Determination document has been edited to remove the duplicated information between the two documents.
Question 23: It is becoming increasingly difficult to obtain Past Performance Questionnaires from Contracting Officers on a project-by-project basis, especially when they have already filled out a CPARS evaluation for us. In light of this, will the VA accept completed CPARS evaluation forms in lieu of the provided PPQ?
Answer 23: Yes. See answer to question 21 above.
