About this file
This special notice from the Department of Veterans Affairs announces the agency's intent to negotiate a sole source contract with Stone Group Architects. The contract is for architectural and engineering design services to refresh the design for renovating and consolidating inpatient functions in Building 113 at the Black Hills Health Care System located in Fort Meade, South Dakota. The original AE firm, Stone Group Architects, completed the conceptual design, design development, and construction documents for the project in 2018. However, changes due to COVID-19, electronic health records modernization, and code updates require a design refresh before construction. The VA wishes to have the original AE firm refresh the design to incorporate all required changes, as duplicating the site investigation and structural, architectural, electrical, plumbing, and HVAC design work with a new firm would be inefficient. Given Stone Group Architects' specialized knowledge of the requirement, the agency also expects the design refresh to be completed within the short timeframe required. Comments regarding this sole source justification were due by December 24, 2020.

The Government intends to negotiate with only one source under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
