The purpose of this announcement is to gain knowledge of current market conditions relative to NAICS 621511 “Medical Laboratories” with a size standard of $35 million. The Department of Veterans Affairs (DVA), Network Contracting Office 23 (NCO 23), on behalf of the Sioux Falls VA Health Care System (SFVAHCS), Sioux Falls, SD is seeking to identify any vendors capable of providing contractual services for Specialized STAT and ASAP Diagnostic Testing in accordance with the specifications contained herein to beneficiaries of the DVA and SFVAHCS. The period of performance will be one (1) twelve-month base period, and four (4) twelve-month option years; estimated start date is March 1, 2021 through February 28, 2022.

The Sioux Falls Veterans Affairs Medical Center is looking for responses from contractors regarding their capability to provide the following mentioned services.

Services to be provided include:

Duties are laboratory tests requiring rapid results. ASAP courier service from the VA Medical Center laboratory to the contractor will be provided by the contractor Monday-Friday (excluding holidays). This excludes STAT specimens.

Consultation regarding selection, collection, transportation and result interpretation shall also be provided when required.

The contractor must provide the following services:

(a) Provide the following for transport of the specimens to include:

• Lab test request forms (it is possible that vendor may need to customize forms to include information required by the VA)

• Special instructions for handling of specimen

(b) Analyze specimen.

(c) Contractor shall provide a monthly billing for tests provided each month following the month in which the service was delivered.

(d) Contractor shall consult with VA Laboratory on test results by telephone as needed.

(e) Provide the VA Laboratory with a means of communication to permit immediate inquiry regarding the status of a pending test.

(f) A Laboratory User’s Manual or similar documentation will be provided to the VA Laboratory. The manual shall include a list of tests that the Contractor provides along with the testing methodology used for each test, length of time of testing, which days the test is run, and specimen requirements and any special handling required.

(g) Fax or electronically report results.

(h) Provide copies of CAP or equivalent accreditation that the contractor subscribes.

Licensing and Accreditation The Contractor’s shall assure compliance of all procedures and practices by the following accrediting agencies, and the facility and employees shall have all licenses, permits, accreditation, professional certifications and qualifications required by federal and state law to provide laboratory testing and consult services. This includes:

(a) Accreditation by the College of American Pathologists (CAP), Joint Commission, CLIA or equivalent.
