The purpose of this amendment is to post the Questions and Answers.
Andrew J. Schoenecker Contracting Officer
Questions and Answers
Question: Who would provide the telerad technology for the offsite provider? Would the VA provide the technology and equipment or would the contract company and/or provider be responsible for providing the technology/equipment needed?
Answer: Provision for the teleradiology workstation(s) by the VA is outlined in the Performance Work Statement (PWS) Section 5.1. VA Support Personnel, Services or Equipment. In the event the contractor requests to supply its own teleradiology system, and the Sioux Falls VA Health Care System chooses to use the contractor’s teleradiology system, this is outlined in the PWS Section 6.6. System Requirements.
Question: Can you also please let me know if the professional service 26 modifier is included in D6 or needs to still be included?
Answer: Attachment D.6. CPT Code Table column D titled “2020 Medicare Facility Professional Component South Dakota Rate,” already includes modifier 26 (Professional Component). The listed rate for estimating cost is the 2020 Medicare CPT Code with modifier 26 (Professional Component) Facility current calendar year rate for South Dakota.
Question: What modalities / study types must the 1.0 FTE be able to read on-site?
Answer: The on-site Radiologist must be able to perform fluoroscopic exams including, but not limited to, GI studies (Esophagram, Video Swallow, Upper GI, Small Bowel Follow Through, Barium/Water soluble Enema), arthography (hip/shoulder), joint injection/aspiration. They must be able to read general radiographic, CT, and Ultrasound studies.
Question: Must the 1.0 FTE be nuclear licensed?
Answer: It is not necessary for the 1.0 FTE to be nuclear licensed, however licensing for nuclear medicine is required for off-site interpretation.
Question: If the telerad group has a nuclear licensed physician on staff is that sufficient to meet the nuclear requirement?
Answer: Although not required, it is preferred that the nuclear licensed physician on-staff be available for participation on-site at SFVAHCS according to the PWS as follows: “4.3.6.11. Contract Nuclear Medicine Physicians, board certified or eligible, are expected to participate on a prorated time basis in the institution’s educational programs and requirements, performance improvement, patient safety programs, and other responsibilities as assigned.”
Question: For the 0.2 FTE Acting Chief, are there specific days of the week he/she must be on site? If so, which days? If not, are there preferred day(s)?
Answer: The specific schedule for the 0.2 Acting Chief is coordinated with meeting schedules as outlined. Refer to: “4.3.7.3. Typical Meetings for Acting Chief of Radiology.”
Question: What is the estimated start date for 1.0 FTE?
Answer: The period of performance start date is April 1, 2021.
Question: What is the estimated start date for 0.2 FTE?
Answer: The period of performance start date is April 1, 2021.
Question: Approximately how many radiologists are in the radiology department? How many technologists?
Answer: There are no radiologists in the radiology department, and 17 technologists in Radiology / 3 technologists in Nuclear Medicine.
Question: Are the 1.0 FTE, 0.2 FTE, and teleradiology currently being performed by another contractor?
If so, which contractor(s)?
Answer: The current contract includes both the 1.0 FTE and 0.2 FTE performed by Avera McKennan.
Question: The solicitation states 'Offerors must submit a proposal in three parts:
1. a price proposal (the “Price Proposal”)
2. a technical proposal (the “Technical Proposal”)
3. a past performance (the “Past Performance”)'
The solicitation then subsequently lists four parts, which includes VETERANS PERFORMANCE as part 3.
Should offerors submit the proposal in three parts or four?
Answer: There is a typographical error, in that ‘Veterans Performance’ should be ‘Veterans Preference.’
In the event an offeror is claiming Veterans Preference, then to receive credit, an offeror must provide proof of registration and verification in Vendor Information Pages (VIP) Database. Non-veteran offerors will receive no consideration under this evaluation factor and are not required to submit documentation.
