About this file

This document is an amendment to a solicitation for valet parking services at a Veterans Affairs medical center. The amendment provides responses to 27 questions from potential offerors to clarify requirements. Valet services are needed for an eight-hour monthly special event allowance and daily coverage between 7:00 am to 5:00 pm. The incumbent previously provided four quarterly remembrance ceremonies of approximately two hours each. Offerors must return signed copies of the amendment and pricing schedule by February 9, 2021. The Department of Veterans Affairs will provide necessary signage and snow/ice removal for the valet areas. Question 1: According to the map submitted of the hospital and the parking lots in the RFQ, can you tell me what building number is the actual hospital entrance where patients would drop and pick up their vehicles? I see the lots starred in red but can't tell which is the hospital.

Mission Partner Response 1: Building 5

Question 2: In the Scope of Work, page 7 of the solicitation, Contract shall provide up to 8 hours per month for special events. Can you tell us how many hours of event parking was provided by the Contractor in the year leading up to the pandemic (2019)?

Mission Partner Response 2: There were four remembrance ceremonies, one per quarter, to honor deceased Veterans. The coverage was about two hours each event for an annual total of eight hours.

Question 3: On the top of page 8 in the solicitation, the first paragraph says that hand sanitizer stations will be located by the facility near the valet station. Will those hand sanitizer stations be provided by the Government or the Contractor?

Mission Partner Response 3: Provided by Government

Question 4: The valet parking map on page 21 of the solicitation shows the 2 parking areas, but does not indicate where the patients will be dropping off their vehicles. Can you show that location on the map?

Mission Partner Response 4: See Attachment.

Question 5: Will there be a site visit?

Mission Partner Response 5: To schedule a site visit please contact Kathleen Metzger at (605) 336-3230 x7921.

Question 6: Will the VA provide the operator with a storage area for operating supplies (Uniforms, Traffic cones, Go-Jacks, etc.)? If so, provide the size detail, location number of storage areas.

Mission Partner Response 6: One storage area will be provided, not to exceed 50 square feet.

Question 7: Will there be a workspace the site manager can use as well as store gear? Can you provide details on this?

Mission Partner Response 7: The only storage area is noted above. No Workspace/workstation for Site Manager

Question 8: Has the VA operated valet operations here previously? If so when and for how long? If so, was there a contract or were there contracts in place, and how many years was the contract or were the contracts in place? What was the contract number and contractual value for each contract?

Mission Partner Response 8: Yes, this information can be found on FPDS-NG.

Question 9: Can the vendor number the parking spaces in the Valet Lot?

Mission Partner Response 9: No, the government will number these spots.

Question 10: From current operations, what would the VA like to see the valet parking service do differently? How many employees of the current contractor will be subject to the non-displacement rules? What are the current problems and issues with the valet parking? How long has the current operator been here? If there was a contract or were contracts, can you provide results of the 10-minute performance requirement for the most recent 12 months available from it / them?

Mission Partner Response 10: Currently there are no valet services, vendor will need to follow the Statement of Work.

Question 11: Is there any planned or upcoming construction that will affect valet staging, transit, and/or parking? If so, please provide detail.

Mission Partner Response 11: Construction is planned at the front entrance, however, the area for valet will be at approximately the same location.

Question 12: How much notice will be provided prior to the contract start date?

Mission Partner Response 12: This depends on how quickly the contract is awarded.

Question 13: Is the staging area for valet shared with other parking groups? If so who - please detail.

Mission Partner Response 13: Currently caregivers, transit companies, Service Organizations, and Veterans transportation utilize this area for dropping off and picking up Veterans.

Question 14: If there is more than one user of the valet staging area, who has ultimate responsibility for managing and controlling traffic in valet staging?

Mission Partner Response 14: Traffic control has not been an issue.

Question 15: During time of increased valet activity, can vehicles be stacked in the valet lot(s)?

Mission Partner Response 15: No

Question 19: Who is responsible for barricading valet parking area?

Mission Partner Response 19: VA Police Service

Question 20: What are the PPE regulations for which contractor employees will have to adhere?

Question 21: The new Executive Order (EO) raising the Government and contractors minimum wage to $15.00. Should this EO be in place and enforce prior to starting will the contractor be able to pass-on the increased cost? Please confirm that the current pay rate for valet attendants is $12.08 per hour and Health and Welfare is $4.22 per hour.

Mission Partner Response 21: The Service Contract Act (SCA) is used for this requirement. Please reference the Request for Quote (RFQ) as the SCA Wage Determination information for this requirement is in the (RFQ).

Question 22: May the contractor place shed (storage of equipment and uniforms) near the valet area?

Mission Partner Response 22: No

Question 23: The map of the VA campus included in the solicitation shows a parking lot as valet with the entrance off W 26th Street. Prior to Covid, was this lot ever used? If so, how often?

Driving valeted vehicles on public road requires more experience insurance.

Mission Partner Response 23: No, this lot wasn’t previously used. There is a drive lane from the lower lot to this lot so public roads should not have to be utilized for access.

Question 24: What is the policy when the valet parking is full?

Mission Partner Response 24: We had them park in lot 1 (North side building 38). We also had a plan to park them in lot 8 on the hill next to 26th street but I don’t believe it was ever needed.

Question 25: Does the VA feel there is an adequate number of signs or would they like more and where? Are the signs the property of the VA or the current operator?

Mission Partner Response 25: The signs for the parking spaces are provided by the government, the signs for the VALET SERVICE at the entrance are provided by the contractor and approved by the VA.

Question 26: How often are special events held outside the 7am to 5 pm operating hours and how long do they last? Is the cost to be included in the price or is it billed as events are held?

Mission Partner Response 26: The Statement of Work includes the anticipated number required per year. The price should be included in the estimate and not separately billed.

Question 27: On the pricing schedule should the quantity be 12 instead of 1 since we are giving a price per month for 12 months?

Mission Partner Response 27: Yes, for the pricing schedule please use the quantity of 12 instead of 1. The reason it showed 1 was to reflect 1 year.
