Vendor Questions and Answers (Q&A)

1. Current contract # VA263-16-D-0005 includes Radiofrequency Ablation (RFA). Is this service no longer needed? That is correct. RFA services are no longer needed.

2. Contract type is IDIQ (Indefinite Delivery Indefinite Quantity) (#2 of page 4), but there is language regarding minimum quantity is 15 for contract term (base and any option year) and annual maximum of 75 and total max is 400 procedures (page 7). Can you please clarify? For this type of IDIQ type contract, the Government is required to have a contract minimum and contract maximum. This information is usually in the Clause section and we decided to add it to the schedule area too. The contract’s minimum guarantee is 15 procedures for the life of the contract (base and all exercised options). This means the Government will pay the contractor for 15 procedures during the life of the contract (unless the contract has to be terminated due to the contractor/ default by contractor). Say the contract lasts for 5 years and we only ordered 10 procedures during the 5 years; we would pay the contractor for 15 procedures even thou they only performed 10 procedures. The maximum number of procedures we can order during one annual year is 75 procedures. If for some reason we need 80 procedures during one annual year, the contractor is only required to perform 75 procedures and the contractor must advise us within 3 business days that they will not perform the extra 5 procedures. However, if the contractor wants to perform 80 procedures, they can perform the 80 procedures. The maximum number of procedures we can order during the life of the contract and any task orders issued off of it, is 400 procedures. For example, base year we need 100 procedures and the contractor agrees to perform 100 procedures during that annual year. Option year 1, we need 90 procedures and the contractor agrees to perform 90 procedures during that annual year.

Option year 2, we need 105 procedures and the contractor agrees to perform 105 procedures during that annual year. Option year 3, we need 70 procedures and the contractor performs 70 procedures. Option year 4, we can only order 35 procedures and the contract ends. (400-100-90-105-70=35 - 35 =0) If we need more than 35 procedures, a new contract must be put in place for the procedures above 35. (pages 24-25)

3. Certification is not required for cryoablation and microwave technicians in the state of Nebraska. Will you remove “certified” and replace it with “trained” for the following sections?

• Section 1.1.1 of B.4 (page 7) - replaced “certified” with “trained and experienced”

• 2.1 (page 9) ) - replaced “certified” with “trained and experienced”

• 4.1 (page11) – replaced “have certified training and” with “be trained and have”

4. Facility is typically responsible for providing the necessary gases as described in Section 2.1.1 (page 9).

Please confirm this change to the solicitation for cryoablation procedures. In the current contract, our VA Facility is not supplying the gas; we are just storing it for the contractor. Therefore, this is not a change.

The current contract is very general and mentions ‘contractor agrees to furnish all personnel, supplies and equipment’. We tried to be a little more specific and listed a few things to ensure the contractor knows these items should be included in the all-inclusive price.

5. Is this a new requirement, or if there is a current or previous contractor who has performed similar services??

This is not a new requirement. However, some of our needs have changed. The current contract number is VA263-16-D-0005 and the contractor is Urosource Mobile Medical Solutions.
