VENDOR QA

# VENDOR QUESTION VA RESPONSE

1 D. Orders/Deliveries

1. Orders will be categorized into three types: Routine, As Soon As Possible and STAT. These categories are defined as follows:

b. As Soon As Possible (ASAP) – Shipments of blood products to fill a request for a waiting outpatient, or a non‐life‐threatening need, or to replenish a depleted inventory of a particular blood product which has been used since the previous routine delivery.

ASAP orders must be delivered within 2 hours. Would a STAT order delivery in 3 hours be acceptable?

An ASAP delivery is acceptable within 3 hours for this requirement.

2 c. STAT – A need for blood products so acute that a patient’s life could be jeopardized if the request for blood products is unfulfilled.

STAT orders must be delivered within 60 minutes. Would a STAT order delivery in 2 hours be acceptable?

A STAT order delivered within 2 hours is acceptable (for this requirement) if the vendor can accommodate a slight increase of type O Negative RBC’s

3 F. Services

2. Contractor shall provide educational programs to the Black Hills Health Care System that are consistent with the programs offered to other non‐VA contracted customers. A description of the educational programs must be included with the offeror’s proposal. We do not currently provide specific educational programs to any contracted customers but have a partnership with an organization that provides extensive educational opportunities. Would that be acceptable?

Acceptable

4 F. Services

4. Contractor shall provide a computer online ordering/inventory management system that VA staff can access to order blood products and check status of orders. Contractor shall provide a telephone number that is monitored 24/7 for ordering ASAP and STAT blood products and related testing. We do not have an online ordering/inventory management system for customers. Our current Blood Bank customers participate in a unit exchange tailored to meet their needs. All other blood product ordering is done through direct communication with the Blood Bank department. Will this be ok?

Direct communication with the vendor through email or telephone to place orders is acceptable. All blood product orders to the vendor must have a mechanism to document and communicate with VA BHHCS when the vendor received the order and date and time the blood products is sent from the vendor (in transit). Email status updates to key VABHHCS personnel are acceptable. VA BHHCS documents the date and time the blood products are received at our facility, but the vendor may want to document delivery date and time as well.
