VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
VHAPM Part 813.106 Page 1 of 3 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106 1 And FAR 18.2
Acquisition Plan Action ID: 36C263 20 AP 2602
1. Contracting Activity:
Department of Veterans Affairs Veterans Health Administration Network Contracting Office (NCO) 23 Sioux Falls Services Team
Program Office:
Sioux Falls VA Health Care System 2501 West 26th Street Sioux Falls, SD 57105
2237 (Purchase Request) Number is 438 20 3 5198 0039
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Department of Veterans Affairs Royal C Johnson Hospital (Sioux Falls VA Health Care System), 2501 W. 22nd Street Sioux Falls, SD, has a need for single occupancy hotel/motel rooms within five (5) miles of the hospital for lodging COVID 19 Response Personnel at the Sioux Falls VA. The rooms will be designated for temporary lodging.
The Sioux Falls VA Health Care System (SFVAHCS) anticipates awarding a single award Blanket Purchase Agreement (BPA) for Temporary Lodging in response to COVID 19 Pandemic for medical purposes during the period 04 10 2020 to 10 09 2020 with potential to extend, if COVID 19 emergency needs go beyond this period of performance, by exercising one (1) six month option period running 10 10 2020 to 04 09 2021.
Estimated value of procurement is $400,000.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This is a sole source procurement for Bluewater Management Group to provide services to facility cited above.
VHAPM Part 813.106 Page 2 of 3 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020
The Contractor was recommended for sole source in discussion with Mission Partner as this Contractor was only viable source to rapidly mobilize and provide local, responsive resources to meet urgent VA facility needs to prevent disruption of services to support critical Veteran patient care. There were no local SDVOSB or VOSB available to quickly address VA facility needs.
This is a sole source because of urgency as allowable per FAR 13.106 1 (b)(2), on basis of National Emergency due to President of the United States of America declaring COVID 19 a National Emergency in accordance with Robert T. Stafford Disaster Relief and Emergency Assistance Act (41 U.S.C 5121, et seq.).
It is recommended that this be done as a sole procurement and award to Bluewater Management Group as no other options given emergency procurement are feasible at this time.
Bluewater Management Group is a successful small business contractor who has performed well for VA in the past and present, as they are currently the contractor for lodging services under IDIQ Contract 36C26319D0006 for Iowa City VA Health Care System.
Bluewater Management Group was chosen to do a sole source procurement with as they were the only suitable small business contractor given their extensive lodging services experience who could quickly line up lodging services in Sioux Falls and partner with different hotels to meet urgent mission needs. With the Mission Partner wanting this in place by 04 10 2020, there was simply not enough time to conduct a competitive set aside.
4. Description of market research conducted and results or statement why it was not conducted:
As part of required market research, a search of Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) was performed at https://vetbiz.va.gov and while there were 44 SDVOSB/VOSB under NAICS 721110, it was not practicable to do an SDVOSB or VOSB set aside due to urgency of requirement due to COVID 19. The lead time taken to do such a set aside as this time would be harmful for meeting needs of the facility and Veteran patients due to urgency to get this procurement awarded.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. A determination of price fair and reasonableness IAW FAR 13.106 3 made and included in procurement file under S19.
04 02 2020 Doug Reed Date Contracting Officer
One Level Above the Contracting Officer (Required over SAT but not exceeding $700K): I certify the justification meets requirements for other than full and open competition.
