General Questions

1) Should Offerors provide the Technical response and Price quote in the same Volume/file?

a. There is no specific requirement for this as long as both are provided, they can be separate files or combined.

2) B.2 Price/Cost Schedule: Item Numbers 0001, 0002, etc. that show Estimated Quantity of 0, Unit “Each”, please clarify if Offeror’s are required to provide pricing on those CLINS and if so, what pricing?

a. Although the estimated quantities are 0, the offeror should include a unit price for every line item.

3) Will VA please include administrative measures and language in the RFP stating that qualified SDVOSB primes will be subject to audit to ensure they are performing the majority of the work and not acting as a pass-through to business interests that are not SDVOSB as required by 13 CFR 125.6?

a. Please refer to VA Acquisition Regulation (VAAR) Clause 852.219-74 Limitations on Subcontracting-Monitoring and Compliance within the solicitation for the language.

4) Will VA please include administrative measures and language in the RFP stating the administrative actions that may be taken against those companies that are acting as pass-throughs (not performing the majority of work and therefore not compliant with 13 CFR 125.6) including, at minimum, termination of the contract?

a. Please refer to VA Acquisition Regulation (VAAR) Clause 852.219-74 Limitations on Subcontracting-Monitoring and Compliance within the solicitation for the language.

5) Will VA please require that all companies that propose the use of sub-contractors state in the proposal the names of sub-contractors, what service they provide (example legionella testing services) and the estimated dollar amount that is to be spent on them on an annual basis in order to provide a basis for asserting that SDVOSB and similarly situated subcontractors will be performing the majority of the work under the contract as required by 13 CFR 125.6?

a. Please refer to Technical Factor 2 within Federal Acquisition Regulation (FAR) Provision 52.212-2 within the solicitation for the language.

6) On page 38 of the RFP the check-box regarding 52.219-14 Limitations on Subcontracting has not been checked. Can VA please explain why this box is not checked?

a. Within the solicitation VAAR Clause 852.219-10 – VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside and VAAR Clause 852.219-74 – Limitations on Subcontracting – Monitoring and Compliance provides for the limitations specific to solicitations set aside for Service Disabled Veteran Owned Small Businesses.

7) Would VA consider putting follow up (non-routine) sampling on different CLINs for 0001 as it was done with 0002?

a. The line items within the Price/Cost Schedule remain unchanged.
