Solicitation 36C263-19-Q-0317 Amendment A00001 Questions and Answers
1 - Is the technical description required to be submitted given the evaluation factor is only based on price?
Price is the only thing required to be submitted.
2 - Just to confirm, past performance information is not required to be submitted?
Past performance information is not to be submitted.
3 - 40 CFR 112 does not mandate that the Professional Engineer certifying the SPCC Plan be registered in the State that the facility is located. Would you please modify this requirement to the plans being certified by a Registered Professional Engineer, omitting the need to be registered in Nebraska?
The solicitation has been amended to drop the “State licensed” requirement and only a Professional Engineer will be required to certify the plans.
4 - Can the Technical and Cost Proposal be submitted by email?
There is no requirement for a technical and cost proposal. The requirement is simple enough that price alone will be sufficient for this solicitation.
5 - Does training need to be conducted in person at each campus or is it possible to conduct the training remotely via an online virtual conferencing tool, such as “GotoMeeting”?
Training shall be held on-site for all three sites.
6 - What is the expected course length of the annual SPCC training?
All courses should be a minimum of 1.5 hours.
7 - Will the government please provide copies of the existing SPCCs for the three campuses for review?
The government will not provide copies of the existing plans for the solicitation. The government will provide copies of the current plans to whomever the contract is awarded to.
8 - We are planning on submitting our response to you via email, is that acceptable?
All quotes need to be submitted via email.
9 - Is this a GSA Schedule contract?
This is not being competed as a GSA contract.
10 - How thorough (with regards to all elements required) is the existing SSPC Plan?
All plans must meet Federal and State requirements. The existing plans meet all Federal and State requirements.
11 - How many tanks, containers, USTs, Oil Filled Equipment are at each site?
Omaha – 5 AST, 1 UST Lincoln – 2 AST, 5 UST Grand Island – 1 AST, 1 UST
Several transformers and oil containing items.
12 - The solicitation states that the contractor shall perform an annual evaluation of each campus's cathodic protection, valves, piping, metering devices and record keeping. Can you please clarify or provide any additional information regarding the extent, quantity, and parameters expected of this annual evaluation and what types of storage/pipeline application the cathodic protection are currently in use?
This requirement is for annual visual evaluations and records review.
13 - Page 6 of 77, Specific Requirements, states the following. “The contractor shall also perform an annual evaluation of each campus’s cathodic protection, valves, piping, metering devices and record keeping required by Federal, State and local agencies such as the EPA and OSHA.” Could you please provide any clarification as to what is exactly needed as part of the annual evaluation it could have an impact on our cost estimate – is it just a visual evaluations/records review only or is specific testing required for the cathodic protection, valves, piping, and metering devices that would require a specialized subcontractor?
A visual evaluation/record review is what is required.
No further questions will be entertained.
