About this file

This document contains vendor questions and responses regarding a federal solicitation for in-home patient ventilator rentals and services. The solicitation seeks separate pricing for government-owned and contractor-owned ventilator equipment, with the per unit cost to be an all-inclusive rate covering supplies, equipment, maintenance checks, education and emergency response within 24 hours across the service area. The majority of patients are expected to be on ventilators for ALS, with approximately 10% for other conditions such as COPD. The agency indicates flexibility on storefront location requirements to allow for service within 24 hours of a request across the entire catchment area. The solicitation is a 100% small business set-aside being conducted by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23, with questions due by the closing date displayed on the attached opportunity notice.

Vendor Question Response Regarding the Government Owned Ventilators and the Contractor Owned Rental Units:

a. Are we expected to estimate separate line item charges for the use of VA vents in use versus Contractor owned units? Or are we to price this with one flat rate per patient?

b. Is it possible for us to know the inventory of VA owned ventilators? # of vents, type of vents, age of vents, current condition of vents, as a means of estimating how many of our own will be needed for phase in inventory?

c. Should we assume the per unit cost is inclusive of the Ventilator itself, along with RT services and responsibilities as outlined in the contract? We assume so, as the PM on our vents is on us, and PM on your vents is separately charged per the contract, along with additional supplies and other items outlined in the deal.

a. Separate pricing. One price for government owned equipment and one price for contractor owned equipment.

b. Currently the VA is operating less than 5 VA owned vents across the VISN. I cannot obtain the specific information on the current vents.

c. Per unit cost is an all inclusive cost. This includes: Any/all supplies, the ventilator itself, monthly checks, education, re-education as required, re-setup if a Veteran were to move, travel and PM costs.

May we have more details about the expectations regarding the emergency response language?

We require 24 hour emergency response and backup systems for Veterans when ordered

What happens in the case of closed roads/inclement weather creating inaccessible locations?

If an emergency response by the vendor is not possible due to inclement weather than emergency responders (ambulance/fire rescue/police) will need to be contacted as necessary depending on the particular situation. Typical day to day poor weather and road conditions are not a reason to be non-responsive

Are all the patients estimated to be on service ALS? Are there any COPD patients included in the numbers?

The majority of the patients will be ALS patients. I would estimate 10% will be on ventilators due to other medical conditions such as COPD

Are you able to be flexible on acquiring store front space within 30 miles of each health center hub?

Yes. Removing the "within 30 miles of each health cneter hub" language and replacing with: Service must be provided within 24 hours ( from the time the request is placed, a technician must be on site to perform the requested work) in our entire catchment area.
