Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, NCO-23, 316 Robert Street North, St Paul MN
55101, for the Minneapolis VA Health Care Center, One Veteran’s Drive, Minneapolis MN 55417.
PR#: 618-19-1-6982-0001.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The
Minneapolis VAMC needs to contract for the purchase of two (2) WAGD pumps, and labor for the removal/installation of the new pumps. A malfunction of WAGD caused the existing pumps to become damaged beyond repair, the WAGD system is dedicated waste gas removal system for all surgeries, which now is becoming difficult to maintain and threatening to delay all surgeries. Parts to repair the existing pumps to a working state while the new pumps are delivered is needed to prevent interruption of patient care. Estimated Cost is $XXXXXXXX.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This requirement is for work on medical equipment pumps. The equipment is from Beacon MedAES and requires authorized technicians to work on the equipment or the warranty will be voided. Division 21 Inc. has been used extensively throughout the Minneapolis VA Medical center for remodeling and new construction. They are an SDVOSB and has agreements with Beacon MedAES to do these repairs. Additionally, Division 21 has the personnel and parts available immediately for the Emergency repairs required to get the equipment to a normal performance standard while waiting for the new pumps to be ordered and delivered.
4. Description of market research conducted and results or statement why it was not conducted:
GSA, VETBIZ, Internet. GSA Search for Vacuum Pumps resulted in four VOSB-SDVOSB vendors in category 834 900 but none offer actual pumps, just pump lubricants. VETBIZ search for NAICS 333911 for Vacuum Pumps for Minnesota resulted in nine matches. None offer the pump required or the authorized technicians. Due to immediate need, no other Market Research was conducted.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
