VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source

Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID:__ 36C263-19-AP-0900___

1. Contracting Activity: Department of Veterans Affairs, VISN 23, VHASTC Medical Center 656-19-1-0236-0128 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Mixing valves for 486 sinks throughout the facility.

$98,500

2. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: A Long-Term Care Institute Finding requires water temperature at tap limited to 110° or less. Water in that temperature range is at risk for legionella growth. Mixing valves are required to temper water while turning hot water recirculation lines back up to temperatures that prevent legionella growth. VA Directive 1061 concurs and applies to all bedded buildings, so other bedded buildings are included in this procurement. The service must be completed urgently because of the patient injury risk.

3. Description of market research conducted and results or statement why it was not conducted: Requirement is Urgent and compelling. No Market Research was done. A quick survey of those contractors who had done plumbing work for VHASTC was made. Only Corporate Mechanical, Inc. had the 486 mixing valves on hand and could begin the soonest.

4. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
