Donald R. Gilbert Contracting Officer Questions and Answers:
1. Does the Combined Synopsis/Solicitation posted as solicitation number 36C26318R0556 on FBO contain requirements similar to an existing contract or will this be a new requirement?
Answer: This service is currently being provided under contract VA263-13-C-0279 which is expiring.
2. It does not appear that the contract award will exceed the simplified acquisition threshold. Please confirm?
Answer: The final price will depend on the proposals received in response to the solicitation.
3. If the award does not exceed the simplified acquisition threshold, may SDVOSB firms subcontract more than 50% of all work to either:
· similarly situated subcontractor (SDVOSB) and/or
· a small business that is not similarly situated would you please provide the FAR reference that would allow this exclusion? I have a CFR citation, but not FAR
Answer: See VAAR 852.219-76
4. Is there fiber available to connect expansion areas to existing network already in place?
Answer: No, additional fiber will need to be ran for new locations. What is in use now, can be used.
5. If fiber is available, what type of fiber is it? Multimode or Single mode?
Answer: Multimode but fiber is not available unless it is existing
6. Is there any asbestos in any of the areas of the current wireless system or in any of the expansion areas? If so please specify.
Answer: We have the following:
BD-02 ITOPS Closet: Pipe insulation.
BC-69 Canteen Vending Area: 2nd layer floor tile (underneath current).
1C-31 Nurse’s Lounge Area: Pipe insulation (but Urgent Care Project will eventually remediate this and remove it under its on-going project.
1C-25 Old Blue Team Now Women’s Health / Comp and Pen Waiting Area: May have pipe insulation in the ceiling.
1E-10 Old Lab Waiting Area: Floor tile under the carpet and pipe insulation in the ceiling. Will be renovated under FY19’s PT/OT project. Not a waiting area now.
1B-25 New Imaging Waiting Area: Pipe insulation in the corridor area outside of the waiting area.
2E-11 CLC Break Room: Mastic and floor tile and pipe insulation.
2E-10 CLC Lounge: Glue pucks and pipe insulation.
2C-01 ITOPS Closet: 2nd layer floor tile (underneath current) and pipe insulation.
3E-15 Auditorium: Floor tile mastic and pipe insulation.
3E-25 Training Room: Transite panels and pipe insulation.
4E-19 Mechanical Room: ITOPS equipment is on the west wall by the mechanical room entry door. There is some pipe insulation on that wall.
As long as the pipe insulation and other items (glue pucks, transite panels, etc) are not disturbed, then it will not be an issue. The area of concern would be any floor penetration made/needed in rooms 1E-10 Old Lab Waiting Area, 2E-11 CLC Staff Break Room, 2C-01 ITOPS closet, and 3E-15 Auditorium. These areas are all current or existing locations with coverage under the current equipment.
Show needing coverage in 3C-91 Waiting Area (was the temporary waiting area when ICU was up there – now storage); not required at this time. Now a storage room.
7. Will containment carts be required for any of the expansion areas? If so please specify.
Answer: Wall mounted racks for equipment will needed. Needs to be separate (air Gapped) from VA network equipment.
8. What size (speed) is the current internet circuit?
Answer: 10 over 10 dedicated metro ethernet circuit.
9. The Solicitation requires, or allows for, submission of Excel documents. Please confirm that the pricing proposal is limited to the SF1449, and that a detailed pricing sheet (in Excel) is not required in order for the Government to calculate aggregate pricing (Offerer provides aggregate pricing on SF 1449).
Answer: Confirmed. Should clarifications be required that information will be requested after proposals are received during the evaluation phase of the procurement.
10. The Technical Proposal requirements prohibit firm-identifying information (name, logo, or address). The Technical Proposal includes Past Performance.
- Please confirm that this prohibition applies to the entire Technical Proposal to include Past Performance.
- Please confirm that this prohibition does not apply to the Pricing Proposal.
Answer: Confirmed

· For the Urgent Care / Emergency Room project on the 1st Floor: the existing waiting area (1C-61) is covered. It needs to be expanded. The expansion of this waiting room won’t be expected to be completed until Sept 2019. The existing waiting area is in the NE corner of the yellow shaded area shown on the map. When the existing ER undergoes renovation (western side of the yellow shaded area), then the coverage will need to be expanded into the temporary waiting area that will be made in this western area.
· Dental project on the 1st Floor: The future waiting area shaded in yellow (1D-159) is under renovation. It is expected to be completed by December 2018. The waiting area west of 1D-05 reception, also included in the dental project, is expected to be completed December 2018. It is the yellow shaded area shown on the map.
