C. GENERAL SCOPE OF SERVICES TO BE PERFORMED:
1. The scope of these A/E services is to provide professional support for renovations and corrections to the (1) domestic water and (2) steam heating systems at the Hot Springs VAMC that will result in two separate construction projects currently approved by the VA as Design-Bid-Build efforts. The Boiler Plant (Building 18) serves the VAMC as the primary processing facility for both water treatment and pumping, and steam heat generation.
2. Correct Legionella Deficiencies (Project 568A4-18-205)
i. The A/E shall provide all services necessary to adequately support the design to correct Legionella deficiencies at the Hot Springs Campus of the Black Hills Health Care System.
ii. Design services will include Schematic Design with necessary field investigations, Design Development, and Construction Documents.
iii. Construction Period Services are also to be performed; as identified in this document.
iv. The design services will consist of the review of the domestic water system and development of a design with the end result of controlling legionella bacteria at point-of-use fixtures by proper treatment and temperature management throughout the distribution system starting at the raw water source at the Boiler Plant. Field investigation will include identifying dead legs in building domestic water plumbing, inadequate circulation of water, and potential locations for the growth of the legionella bacteria. Elimination and reduction of stagnant and/or low flow water conditions; improving flow and circulation; maintaining treated water within parameters resistant to bacterial growth -- in specified buildings that provide patient overnight occupancy will be a significant aspect of this project. Other design services will develop two schematic alternatives that consider correcting deficiencies and improving the water utility. The other major portion of this project will improve effectiveness, control and monitoring, and efficiency of utility water treatment and distribution. Consideration will on water treatment, pumping, water storage tank mixing, distribution, and separating irrigation lines from the domestic water supply. Special attention shall be given to improving the primary treatment water system and installation of supplemental treatment stations in the specified buildings.
v. Maximum Construction Costs (MCC):
$900,000
1. A/E must include between 5-10% Additive Bid Items in MCC
3. 100% Submittal Date: 150 calendar days after award
4. Background of Legionella in Domestic Water
i. The Hot Springs VAMC is susceptible to Legionella bacteria growth at point-of-use plumbing fixtures based on a history of positive laboratory tests. All buildings that serve overnight patient care are required to be tested on a quarterly test regimen. The absence of positive test results indicates that the VAMC is successful in controlling conditions that promote Legionella growth.
ii. Specific water conditions that tend to promote Legionella growth include: stagnant water, temperatures between 68-122 degrees F, pH between 5.0-8.5, and sediment that tends to promote growth of micro-organisms that may supply nutrients.
iii. The VAMC injects chlorine gas for water treatment of its own ground water source. Effective biocide levels are known to control Legionella growth, however the Hot Springs VAMC is unable to maintain a desired free chlorine residual throughout its utility and at key service locations.
iv. Legionella test samples have been taken at several points throughout the utility distribution system and have yet to yield a Legionella positive result. Positive Legionella results have only occurred at point-of-use fixtures.
5. Correct Boiler Plant Deficiencies (Project 568A4-18-206)
i. The A/E shall provide all services necessary to adequately support the design to correct Boiler Plant (Building 18) deficiencies at the Hot Springs Campus of the Black Hills Health Care System.
ii. Design Services will include Construction Documents only.
iii. Construction Period Services are also to be performed; as identified in this document.
iv. The design services will consist of the review of the VA Boiler Plant Safety Device testing report for noted non-compliant write-ups; investigation of additional areas not compliant with VA standards, areas that are deficient to safety, and areas generally inefficient, undersized, or unsupportable components due to advanced age and/or outdated technology. The project will correct identified deficiencies of the steam boiler system including burner management, supervisory controls and monitoring, fuel supply, boiler water treatment, feedwater de-aeration, and DDC/SCADA improvements and upgrades.
v. Maximum Construction Costs (MCC):
$500,000
6. 100% Submittal Date: 150 calendar days after award.
7. Background of Boiler Plant deficiencies
i. The VA Black Hills Health Care System – Hot Springs, SD Boiler Safety Device Training (April 2017) report identifies deficiencies that will receive highest priority to integrate into this construction design.
ii. An evaluation of VA standard details will identify other steam, boiler, and fuel system aspects that do not meet current standards and codes will be identified for correction in this project. Day tank replacement and/or improvements, additional controls and monitoring for the fuel system, deaerator tank level monitoring, and condensate flow metering are highlighted for evaluation and integration into this portion of the design.
