A/E SUBMISSION INSTRUCTIONS FOR
636A4-18-113, Install Air Cooled Chiller - GI
A. INTRODUCTION
1. This document contains information and minimal submission requirements for contract documents specified in the A/E contract.
2. Coordinate all activities with the VA Health Care System (VAHCS). Hold informal meetings (upon mutual consent of the VA and the A/E) at the VAHCS to discuss the design and related issues. Continue to expand contacts by telephone, rough sketch studies and other means of communication with the purpose of finalizing a general design approach to be followed.
3. VA will review all submittals for functional and aesthetic relationships. However, no further functional decisions are anticipated after the Design Development phase.
4. Provide a design narrative/analysis for each technical discipline (e.g., architectural, mechanical, fire protection, etc.) which describes the intent of each discipline with schematic and/or design development submission.
5. Provide computations and sizing calculations for electrical, mechanical (HVAC, plumbing, and steam), sanitary, structural and fire protection designs. For computerized calculations, submit complete and clear documentation of computer programs, interpretation of input/output, and description of program procedures.
6. Submit final drawings (Bid Documents) on CD to be used with the AutoCAD version at the VAMC (AutoCAD Architectural 2017 Imperial). Submit instructions on the use of the CDs along with a complete listing of all layers that are used.
7. At a minimum, A/E will follow the Guidelines for Design and Construction of Hospitals and Outpatient Facilities, 2014 edition, administered by the Facility Guidelines Institute and published by the American Society for Healthcare Engineering (ASHE) When the above rules, regulations, and guidelines do not meet specific design needs, use other reputable standards and guidelines that provide equivalent design criteria.
8. Design shall also comply with the following:
a. VA Design Manual – “HVAC Design Manual” – PG 18-10, dated Nov. 1, 2017
b. VA Design specifications including but not limited to Section 23 64 00 – Packaged Water Chillers.
c. All EPA, State & Local emission requirements for the new boiler.
B. GENERAL SCOPE OF DESIGN TO BE PERFORMED:
1. Determine the necessary size of an air-cooled chiller for the Grand Island Campus to solve the following issue: We need to provide cooling for the hospital during the swing seasons of the year (spring and fall) when the cooling tower is not typically ready for use and an unseasonably warm day occurs where cooling is only needed during the peak hours of the day. The required swing load needs to be determined based on existing hospital loads, chiller plant loads, and typical weather patterns for the Grand Island area.
2. Complete a design to install a properly sized air cooled chiller to handle loads during the swing seasons when the tower is not ready or available for use. If possible, the properly sized chiller shall fit within the existing chiller plant footprint.
a. The A/E shall provide all services necessary to adequately support the construction of the chosen option at the Grand Island Division of the Nebraska-Western Iowa Health Care System.
b. The A/E shall determine the size of the equipment needed for the chosen option based on load profiles and any current VHA requirements for potential redundancy. A smaller system for use in the swing season would seem desirable to decrease energy consumption. However, the selection should be based on the load profile developed by the design engineer.
c. The project will consist of the demolition (as necessary) and installation of equipment to support the chosen option above including: new controls, all required safety items, and other system modifications or enhancements required for the new system to function within the existing chiller system that will remain.
d. Maximum PH-1 Construction Costs (MCC): $1,500,000.
e. 100% Submittal Date: TBD based on the final contract award date and a 120-day period of performance.
3. If this does not appear to be the best option for the Grand Island facility and another option such as one of those listed below would be a better fit, immediately notify the COR and contracting officer. If recommending another approach, please consider total installation costs, approximate operational costs, simplicity of controls required to operate, flexibility to use as needed, maintainability, space available to implement the option, and general pros and cons of the new recommended option.
a. Option 1: Install an air to water heat exchanger sized to properly cool the water for the existing water cooled chillers to avoid needing to send that water through the cooling towers.
b. Option 2: Install a system that will allow the existing cooling towers to be used year-round or at least when cooling is needed (there may be more than one way to meet this option)
c. Option 3: If another option not mentioned above makes sense, please provide it here.
4. Replace Ancillary System Components – BID OPTION 1
a. The A/E shall review the condition and useful life expectancies of the existing chilled water system and determine what items are due to be replaced. Bid Option 1 shall be developed to replace those identified items. The overall project budget shall be considered when developing this option.
