1. A recap of the Site Visit on September 11th is provided below.

2. Answers to the questions received are provided below.

3. There is no change to the Closing Date. Quotes are due by 2pm CST on September 19th.

SITE VISIT RECAP

Site Visit occurred on September 11th, 2018 at 10am.

· Met in Building 3 Room 207C.

· Sign-in sheet was passed around.

· Bob Klein is the project POC. Business cards were provided.

· Period of performance of the contract is 90 calendar days from notice of award. There will be no Notice to Proceed with this contract. Work may begin upon notice of award.

· The building amplifiers are all the same Dukane model.

· The new system does not need to have pre-recorded messages.

· The new system must be totally separate from the VA IT network.

· The new system must have a telephone interface module to connect to the VA’s phone system. The system is currently a Nortel CS 1000 PBX, but will be upgraded soon to a Cisco Unified Call Manager. As we do not know which system will be in place at the time of PA system installation, the new system must have the capability to connect to an analog system as well as a SIP system.

· Language in the statement of work about a Master Clock – if this would require connection to the VA IT network, then it is not required to provide this feature with the new system.

· “Code Blues” are paged as live messages through the phone system. The PA system does not need to have any features specific features for “Code Blues”.

· New cabling needs to be installed in ¾” blue EMT where cable tray is not available.

· The new system shall have a minimum 50% expandability from the current system.

· Parts and labor warranty is 2 years. Warranty does not apply to the existing speakers and cabling.

· The existing PA system head end and amplifiers are to be demolished as part of this contract.

· A waste management spec is not included in this project. Recycling reports are not required.

· The existing PA system head end in Building 108 was viewed.

· The fire alarm/fiber optic room in Building 4 was viewed.

· The fire alarm/fiber optic room in Building 1 was viewed.

· The fire alarm/fiber optic room in Building 48 was viewed.

· The existing amplifier in Building 48 was viewed.

QUESTIONS AND ANSWERS

QUESTION:

Will the contractor be held accountable if some of the existing PA speakers do not function after the new system is installed? Do we know that they all function now?

ANSWER:

VA is confident there is currently coverage in all areas. However, we cannot guarantee that every speaker is functioning. The contractor should plan to conduct test pages with the VA prior to switching over to the new system to verify the existing level of coverage is maintained.

QUESTION:

Are there current construction projects on campus that may add to or affect the existing PA system before this project begins?

ANSWER:

The contractor should expect to reconnect the speakers that are already connected to the existing amplifiers. If there are any additional speakers that are being installed with another project, that project will be required to connect to the amplifier, whether existing or new.

QUESTION:

What is the VA’s requested project start time considering the potential time required for submittal approval and NTP?

ANSWER:

Period of performance of the contract is 90 calendar days from notice of award. There will be no Notice to Proceed with this contract. Work may begin upon notice of award.

QUESTION:

Is full-time on-site job supervision by the general contractor required?

ANSWER:

No. However, there does need to be an OSHA competent person on site who has the authority to take prompt corrective measures, in accordance with spec 01 35 26.

QUESTION:

Are there any specific areas that you are aware of that will require ICRA setup at this time other than the hallways and areas that we may have to pull fiber/cable into?

ANSWER:

No. The fire alarm and mechanical rooms do not require the use of a portable ceiling access module. Only areas open to the public or staff will require this. See section 01 35 26 for all ICRA requirements.

QUESTION:

What is construction budget, or estimated cost?

ANSWERS:

This is a commodities procurement, not a construction project. The VA does not provide budgets or estimates for commodities purchases.

QUESTION:

Is bonding required?

ANSWER:

No bonds are required, this is a commodity purchase with installation.

What is the required percentage of performance of the work by an SDVOSB contractor?

ANSWER:

This is a commodity purchase with installation, per VAAR 852.219-10 and 13 CFR §125.6, 50% of the performance must be completed by a SDVOSB vendor.

QUESTION:

What is the approximate distance from each existing amplifier location to the fire alarm/fiber optic room in each building?

ANSWER:

· PA System Head End (Building 108) to Building 1 Fire Alarm Room – 150’

· PA System Head End (Building 108) to Building 4 Fire Alarm Room – 130’

· Building 2 Amplifier to Building 2 Fire Alarm Room – 70’

· Building 28 Amplifier to Building 28 Fire Alarm Room – 110’

QUESTION:

Talkback is not a function of a Public-Address System, this is typically a function of an intercom system. What is the purpose of the talk back amplification? How is it to be used?

ANSWER:

QUESTION:

Please describe required night ringer functionality? Will a contact closer be provided for this functionality? How will the paging system get notified to trigger a zone group?

ANSWER:

Disregard this requirement. This language was mistakenly copied into the scope of work.

QUESTION:

Could you please clarify the intended functionality of pattern and echo code calling? Is this describing integration with nurse call code blue?

ANSWER:

Disregard this requirement. This language was mistakenly copied into the scope of work.

QUESTION:

Could you please clarify the intended functionality of relay drivers? Manual open/close relays are available – is this an option?

ANSWER:

Disregard this requirement. This language was mistakenly copied into the scope of work.

Confirm the scope of the work is to replace the head end and 8 listed remote amplifiers, and that each of the 32 buildings listed for coverage should be its own zone.

ANSWER:

This is correct. The only exception is that speaker cabling for buildings 11, 57 and 109 are daisy-chained into 1 homerun to the head end, so they will have to be on 1 zone. Also 1 adjustment on the buildings listed for coverage: Building 112 does not have existing coverage, this should be changed to Building 92. The following is a list of where each building’s speaker cabling is landed:

Product data sheet for the existing fiber optic cabling is attached. New fiber optic cabling should meet or exceed the characteristics of the existing fiber optic.
