william.jefferson4@va.gov Contract Specialist The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 23 intends to solicit and negotiate a sole source, firm fixed priced purchase order, under Simplified Acquisition Procedures under authority of FAR Part 13.106-1 (b)(1)(i), One Source Reasonably Available, to the University of Iowa for services in support of the specified aims of the Iowa City VA Health Care System, Iowa City Project Study# C1786-R, Primary Investigator Mona Garvin. NAICS Code 611310 with a size standard of $27.5 million will be utilized. The proximity of the University of Iowa and strong collaboration with the VA investigators is integral to the success of this project study.

The University of Iowa is to provide services of personnel with expertise to recruit/consent patients with optic disc swelling at both recruitment sites, to organize the study cohort data (including SD-OCT and fundus photographs) obtained during the service period, to develop a working implementation of an image-analysis algorithm to estimate the degree of optic disc swelling from fundus photographs alone, and to provide a potential set of fundus-photography-based features that could be used to differentiate the cause of optic disc swelling. Services will also be provided in segmenting the ganglion cell and nerve fiber layers and providing global and regional thickness measurements.

Period of Performance: 9/15/2018 – 9/14/2019.
