VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17

DEPARTMENT OF VETERANS AFFAIRS

Justification for Brand Name Award FAR 13 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: VA263-18-AP-2177, 437-18-775-0039

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 23, 1303 5th St.

Suite 300, Coralville Iowa 52241 Requesting Station: Emergency Department, Fargo VAMC, 2101 Elm Street, Fargo ND 58102

2. Brief Description of Supplies/ Services required and the intended use:

This requirement is to add new Stryker Prime Zoom Electric Stretchers for use in the Emergency Department which is expanding. Some older models will be replaced. This requirement is under the Simplified Acquisition Threshold.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This model of Stryker Stretcher is the main model used in the Emergency Department and has been in use for some time throughout the Fargo VA including the Departments that work closely with the Emergency Department namely the Operating Room and Recovery. The medical staff of these interacting Departments are already familiar and well versed with this model, as well, the Nurses Aids, Housekeepers and the Biomedical Engineers who maintain and repair the equipment. The need to avoid distraction, confusion, and interruption of care and established routines, that can result from introducing and using multiple models/brand names of stretchers simultaneously, in an acute and urgent environment is most significant. The emphasis for standardization and familiarity of equipment in this procurement precludes the use of competitor models at this time.

4. Description of market research conducted and results or statement why it was not conducted:

Research reveals the manufacturer has authorized multiple SDVOSBs to distribute this product allowing for competition and the use of SDVOSB set-aside procedures. Review of recent past procurements reveal that the cost to the federal government from using SDVOSB set-aside procedures for stretchers from this manufacturer have been fair and reasonable.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
