Justification and Approval (J&A) For Other Than Full and Open Competition (>$150K)
Acquisition Plan Action ID: VA263-17-AP-10570
1. Contracting Activity: Department of Veterans Affairs, NCO 23, St. Cloud VA Health Care System, 4801 Veterans Drive, MN 56303. Organization Activity: Minneapolis VA Health Care System, One Veterans Drive, Minneapolis MN 55417, 618-18-1-5040-0001.
2. Nature and/or Description of the Action Being Processed: Purchase Order for four Dispatch Centers The Minneapolis VAHCS is procuring four (4) dispatch centers to be utilized by the Police Service. The system will operate on Minneapolis VA Police 800MHz channels. Additionally, it is mandatory that the system be integrated into the Hennepin County Sheriff Regionwide Public Safety Radio Communications System.
3. Description of Supplies/Services Required to Meet the Agency’s Needs: Contractor will supply four (4) dispatch centers to be utilized by the Police Service for operation on the Mpls VA 800MHz, St. Cloud VA Police and Hennepin County Regionwide Sheriff Pbulic Safety repeated frequencies. Police Service at the Minneapolis VAHCS ensures the safety and well-being of patients and staff alike. The Police Service moved into a new space in Building 68 and need new dispatch equipment to perform their daily duties. A dispatch set will also be needed in the 4th floor of Building 70 to serve as redundancy in case of a catastrophic event. Contractor shall furnish all labor, materials, hardware, software, programming and commissioning to provide new Minneapolis VA Police Mobile Dispatch Systems that will operate on Minneapolis VA Police 800MHz channels as well as the Hennepin County Sheriff Regionwide Public Safety Radio Communications System. 5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The Minneapolis VA Health Care System is a member of the MN Metro Hospital Compact and also has dispatching duties for the St Cloud VA Police Department through the Regionwide Public Safety Radio Communications System. Connecting to this network is done through the Hennepin County Sheriff’s Department’s 800 MHz trunked network and allows the VA to meet regulations and Federal Requirements for narrow band frequency qallocations and to have direct interoperability with local law enforcement agencies. Ancom Communications is the only authorized vendor allowed to work on the system that can furnish all labor, materials, hardware, software, programming and comminssioning to provide the dispatch systems will be compliant with the MPLS VA Police 800MHz channels as well as the St. Cloud VA Police & Hennepin Co Sheriff Regionwide Public Safety Radio Comm Systems.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Federal Supply Schedules, VETBIZ, Internet and NAC were searched. VETBIZ search resulted in zero VOSB/SDVOSB matches. GSA search resulted in zero VOSB/SDVOSB matches. While other vendors have dispatch system equipment, Ancom Communications is the only authorized vendor that can provide the installation and programming to work on the Regionwide Public Safety Radio Communications Systems 800 MHz trunked network.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: Prices are comparable to previous order for a dispatch system for the Omaha VA for a single location. Cost for the Omaha VA was for $181,721.00. This order is for both the primary and backup locations at the Minneapolis VA meeting the requirement for redundancy in case of a catastrophic event. Estimated cost of $259,533.00 covers four systems at the two locations.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Federal Supply Schedules, VETBIZ, Internet and NAC were searched. This procurement is for equipment that must connect to the Regionwide Public Safety Radio Communications Systems 800 MHz trunked network available through the Hennepin County Sheriff’s Department. GSA and internet searches were conducted to determine vendors that could provide the equipment, install it, and connect it to the egionwide Public Safety Radio Communications Systems 800 MHz trunked network. While other vendors can provide the equipment portion of the requirement, Ancom Communications is the only authorized vendor that can provide the installation and programming to work on the Regionwide Public Safety Radio Communications Systems 800 MHz trunked network.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition: None
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: Ancom Communications the Hennepin County authorized vendor for coding of the emergency public safety radio dispatch systems. ANCOM is a local vendor capable of meeting mandatory response times for the emergency network and the only authorized vendor allowed to work on the emergency dispatch network.
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: Agency will continue to monitor the Hennepin County coding requirements for other vendors authorized to work on the Hennepin Co Sheriff Regionwide Public Safety Radio Comm Systems..
12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
