About this file

This is Amendment 0001 to an RFP issued by the Department of Veterans Affairs, Veterans Integrated Service Network 22 (VAGLAHS) for transitional housing services. The solicitation number is 36C26226R0083, with a response deadline of October 2, 2026 at 10:00 AM Pacific Time. The amendment extends the original deadline from September 28, 2026 and provides clarifications to the solicitation requirements along with answers to thirteen questions submitted by potential offerors.

The Government seeks a single awardee to provide housing and supportive services for up to 30 homeless male veterans in a Low Demand Safe Haven (LDSH) facility located in the Greater Los Angeles area. The contractor must provide its own facility and become fully operational within 30 to 90 days of contract award. Pricing shall be submitted as an all-inclusive per-veteran-bed-per-day rate covering all facility-related costs including lease/rent, utilities, maintenance, furnishings, food, transportation, insurance, security, and operating expenses, with no separate reimbursement for startup or operating costs. Key amendments clarify that single award will be made; Veterans Involvement is Evaluation Factor 2 and Price is Factor 3; semi-private rooms may accommodate no more than two veterans; housekeeping staff may be part-time or full-time; and rooms must be private or semi-private with either private or Jack-and-Jill bathrooms. The contracting office is located at 4811 Airport Plaza Drive, Suite 600, Long Beach, CA 90815, with Contract Specialist Ben Bayoneta as the point of contact.

Answers to the Questions received for RFP 36C26226R0083

1. QUESTION: Is this a brand-new contract or if there is (was) an incumbent performing these services?

ANSWER: Yes, this is a brand-new requirement.

2. QUESTION:

a. Will the VA provide the facility, or will the Contractor need to have its own facility? ANSWER: VA will not provide the facility. Per B.3, section1.3 of the PERFORMANCE WORK STATEMENT (PWS) “The Contractor shall provide housing, and supportive services for up to 30 Homeless Male Veterans”. Also, per Section 8 of the PWS “Inspection of Facility and Program”, specifically “Implementation of Timeline”, “The contract facility and associated onsite services shall pass an initial inspection completed by VAGLAHS staff and become fully operational between 30 and up to 90 days from the date of contract award.” And, per section 8.1 of the PWS, “For the initial inspection, Contractors may not admit Veterans until all noted deficiencies have been fully corrected and verified.

b. If we need our own facility, will we be able to build a new facility based on the RFP requirements? The language in the RFP appears to say we have 30-90 days to be operational. ANSWER: Per Section 8 of the PWS “Inspection of Facility and Program”, specifically “Implementation of Timeline”, “The contract facility and associated onsite services shall pass an initial inspection completed by VAGLAHS staff and become fully operational between 30 and up to 90 days from the date of contract award.”

c. Will the site inspection take place before or after that? ANSWER: Per Section 8 of the PWS “Inspection of Facility and Program”, specifically “Implementation of Timeline”, “The contract facility and associated onsite services shall pass an initial inspection completed by VAGLAHS staff and become fully operational between 30 and up to 90 days from the date of contract award.”

3. QUESTION: Section B.2 states that the IDIQ “may result in one or more contract awards,” while Section E.3 states that the Government intends to award one contract resulting from this solicitation. Please clarify whether the Government intends to make a single award or multiple awards.

ANSWER: The Government intends to make a single award. Section B.2 SCHEDULE OF SERVICES AND PRICE and E.2 INSTRUCTIONS TO OFFERS – PROPOSAL SUBMISSION at (1)(c) has been revised to reflect that the Government will make a single award.

4. QUESTION: If multiple awards are anticipated, will each awardee be required to maintain capacity for up to 30 Veterans (10,950 bed days annually), or will the 30-bed requirement be divided among the awarded Contractors? If divided, please identify the anticipated number of beds allocated to each awardee.

ANSWER: Not Applicable. Please see answer to Question# 3.

5. QUESTION: Section B.2 states that the proposed per-Veteran-bed-per-day rate must be all-inclusive. Please confirm that all facility-related costs, including lease/rent, utilities, maintenance, furnishings, food, transportation, insurance, security, and other operating expenses necessary to perform the PWS, must be incorporated into the proposed per-diem rate and that no separate reimbursement will be provided for facility startup or operating costs.

ANSWER: Yes, Per Section B.2 SCHEDULE OF SERVICES AND PRICE, “Prices in this schedule represent an all-inclusive rate including labor, incidental costs, overhead, and insurance premium payments for applicable insurance coverage. Costs not incorporated into the Contractor’s price will not be reimbursed by the Government.”

6. QUESTION: Section E.2(g)(vii) identifies Veteran Involvement as Factor 3; however, the proposal volume instructions and evaluation criteria identify Veterans Involvement as Factor 2 and Price as Factor 3. Please confirm that Veterans Involvement is Factor 2 and Price is Factor 3.

ANSWER: Veterans Involvement is Factor 2. Section E.2 INSTRUCTIONS TO OFFERORS – PROPOSAL SUBMISSION at (g)(vii) has been revised.

7. QUESTION: Is the Contractor required to obtain and maintain a lease for this facility or is there a VAGLAHS available location?

ANSWER: See Question# 2. VA will not provide the facility. Per B.3, section1.3 of the PERFORMANCE WORK STATEMENT (PWS) “The Contractor shall provide housing, and supportive services for up to 30 Homeless Male Veterans”.

8. QUESTION: The solicitation requires accommodations to be provided in “private” or “semi-private” rooms. Please clarify the maximum number of Veterans permitted to occupy a semi-private room.

ANSWER: Low Demand Safe Haven (LDSH) facilities should provide rooms with either private bathrooms or semi-private (Jack and Jill) bathrooms. Each room must accommodate no more than two (2) Veterans, with a preference for single occupancy rooms, although single occupancy is not required.

9. QUESTION: Does “semi-private” mean no more than two Veterans per room, or may rooms accommodate three or more Veterans?

ANSWER: Two (2) or less, see Question# 8.

10. QUESTION: Please confirm whether the 30-bed requirement may be met through a combination of private and semi-private rooms, exclusive of any required safe room.

ANSWER: Correct, it can be private and semi-private.

11. QUESTION: It states that 1 Housekeeping staff is required but also specifies that the staff is required to be there daily. Can there be a mixture of 2-3 PT staff to support this work, or is the government expecting 1 FT person?

ANSWER: The Contractor may determine the method for establishing this position. However, in accordance with the contract requirements, specific staff members must be identified for this role. The position may be staffed on a part-time basis if desired.

12. QUESTION: The language in the RFP appears to say we have 30-90 days to be operational. At what point will the site inspection take place?

ANSWER: Per answer provided in Question #2, Per Section 8 of the PWS “Inspection of Facility and Program”, specifically “Implementation of Timeline”, “The contract facility and associated onsite services shall pass an initial inspection completed by VAGLAHS staff and become fully operational between 30 and up to 90 days from the date of contract award.” And, per section 8.1 of the PWS, “For the initial inspection, Contractors may not admit Veterans until all noted deficiencies have been fully corrected and verified.

13. QUESTION: Please confirm the solicitation deadline. The SAM announcement states 09-30 at 10am PDT but the solicitation states 09-28 at 10am PDT.

ANSWER: The solicitation deadline has been extended from 09/28/2026 at 10am (Pacific Time), to 10/2/20206 at 10am (Pacific Time).
