About this file
This is a VA Response to Vendor Questions document that clarifies key requirements and terms for Solicitation 36C26226Q1480, a Request for Quotes for portable restroom and handwashing station services at the VA Greater Los Angeles Healthcare System.
The contract requires delivery and rental of six contractor-owned portable restrooms, one ADA-compliant portable restroom, and seven contractor-owned handwashing stations to the CTRS facility at 222 Eisenhower Ave, Parking Lot 10. Handwashing stations may be single or double units, with double stations preferred. All units must be serviced seven days per week, including federal holidays, with preferred service hours of 6am-9pm, though the site operates 24 hours. Both restrooms and handwashing stations require daily pump-out and cleaning services. The contractor must provide fully self-contained equipment with contractor-supplied fresh water and power, as the government will not provide utilities or water hookups. The contract includes one delivery and one removal, occurring at the start and end of the contract term respectively. Performance begins November 1, 2026, with a base year plus four option years. Contractors may submit different pricing for each option year to account for cost increases in labor, fuel, and disposal. Subcontracting is permitted provided the prime SDVOSB contractor performs at least 51% of the work. Monthly invoicing applies based on calendar months. An updated Enclosure 1 Price/Cost Schedule will be issued to include option year line items. The contractor is responsible for all waste disposal and replacement of stolen or damaged equipment or components at no cost to the government.

VA Response to the Vendor Questions
1. SOW Scope b. states "The Contractor shall provide single portable handwashing stations," while CLIN 0002 reads "Contractor Owned Handwashing Stations – single or double." Can you please confirm whether single stations are required or double stations are acceptable?
VA Response: I would prefer double. Not all vendors have dual sinks.
1. Also, CLIN 0003 includes pump out of handwashing stations while SOW Scope c. lists pump out of portable restrooms only – please confirm the handwashing stations are to be pumped/emptied daily as well.
VA Response: Both sinks and toilets need to be pumped out and cleaned daily.
1. The solicitation states the units are to be delivered to "designated locations" on the VAGLAHS campus. Can you please provide the specific placement locations (or a site map) for the restrooms and handwashing stations, and advise whether a site visit will be offered?
VA Response: They would need to be delivered to CTRS located at 222 Eisenhower Ave, Parking Lot 10. Let me get the map.
1. The SOW does not state whether water or electrical power will be government-provided at the site. Can you please confirm whether the handwashing stations must be fully self-contained (contractor-supplied fresh water), or if a water source/hookup will be available?
VA Response: Government will not provide water/power. Contractor will need to provide. (This is included in the pump out service)
1. The SOW requires proper waste disposal but does not identify a disposal facility.
VA Response: Contractor to provide disposal for their waste
Is there a government-recommended disposal facility for this requirement, or is the contractor responsible for selecting one?
VA Response: No, the contractor provides their own
1. CLIN 0004 lists One (1) Delivery and One (1) Removal (2 EA). Can you please confirm this is a one-time delivery at the start of the contract and one-time removal at the end of the contract, and not repeated for each option ?
VA Response: 1 Delivery and 1 Removal is for the start and end of contract. This includes fees associated with the drop off and pick up of units (restrooms and sinks).
1. The solicitation states quotes are due by 10:00 AM PST on Tuesday, October 13th, 2026, while the posted notice lists the response date as October 13, 2026, 1:00 PM EDT. Can you please confirm the official due date and time (including time zone) for submitting quotes, and whether it will change if any amendments are issued?
VA Response: Amendment will be made to fix that. The time should be 10am
1. To officially clarify, all of the restroom units and handwash stations are serviced 7 days a week correct? If not what is the official cadence?
VA Response: All units must be serviced 7 days a week
1. If contractor-owned equipment or components (e.g., soap dispensers) are stolen or damaged by site residents, is the contractor responsible for replacement at no cost, or can replacements be billed to the Government?
VA Response: Contractor is responsible.
1. What is the anticipated start date of performance?
VA Response: The start date will be 11/01/2026
1. The Statement of Work requires servicing seven days per week. Is service also required on federal holidays when the facility/program may be closed, or is service only required on regular operating days?
VA Response: 7 days per week including holidays
1. Enclosure 1 lists the rental/service period in months. For pricing purposes, should bidders interpret each month as a calendar month, with 12 billing periods per contract year? We usually do 13/cycles (at 28-day or 4 week) billing. We can adapt if needed.
VA Response: The rental service period is monthly. That means you invoice every month
1. Since the contract includes a Base Year plus four Option Years, may bidders provide different pricing for each Option Year to account for future increases in labor, fuel, disposal, and other operating costs, or is the same unit pricing required to remain fixed throughout all five potential years?
VA Response: Yes, you can submit different pricing for each option year. The enclosure 1 form will be updated to include the option year line items
1. Is subcontracting permitted for a portion of the required servicing, such as Saturday and Sunday service, provided the prime SDVOSB contractor remains responsible for contract performance and complies with all applicable subcontracting requirements?
VA Response: You can use a subcontractor if the prime contractor is doing at least 51% of the work.
1. Are there specific permitted service hours or access restrictions for daily servicing, particularly on Saturdays and Sundays?
VA Response: Preferred hours are 6am-9pm, however the site is open 24 hours.
1. Are there any site access, badging, security clearance, parking, or vehicle requirements that should be included in our pricing for service personnel and subcontractor personnel?
VA Response: No
1. Is there a current contract for this requirement? If so, please provide the contract number and its end date.
VA response: We cannot provide this information
1. The solicitation states the period of performance is a base year plus 4 option years, but no start/end dates are given, and the Enclosure 1 Price/Cost Schedule only lists base-period CLINs (12 MO / 2 EA). Can you please confirm (a) the anticipated start and end dates of the base year, and (b) how option years 1–4 should be priced – should offerors add option-year CLINs to Enclosure 1, or will an updated price schedule be issued?
VA response: The updated enclosure 1 form will be uploaded and will include line items for the option years
