Question 1. Personnel certifications. SOW Section 1.6.8 requires contractor personnel to possess and maintain current training and certifications necessary to work on the covered equipment, and the quote submission instructions reference "Any required VA Recognized Locksmith Certifications (per SOW)." The SOW does not identify a specific certification, license, or credential, and the State of Arizona does not require state level locksmith licensing. Please confirm whether the Government requires any specific certification, license, or credential for personnel performing services under this contract, and if so, please identify it.

Answer: Please confirm that your personnel are certified to work on the safes listed in the Technical Exhibit 3.

Question 2. Wage determination. FAR 52.222-41 and 52.222-43 are incorporated, but no Service Contract Act wage determination is attached to or identified in the solicitation. Please provide the applicable wage determination number and revision.

Answer: The applicable Service Contract Act (SCA) Wage Determination for this requirement is:

• Wage Determination No.: 2015‑5473

• Revision No.: 30

• Last Revised: August 27, 2026

• State: Arizona

• County: Pima

• Type: Standard Area‑Wide SCA Wage Determination

This Wage Determination applies to all covered service employees performing work under this solicitation in Pima County, Arizona. Contractors must ensure compliance with the minimum wages and fringe benefits specified in WD 2015‑5473, Revision 30, for the duration of the contract, including any option periods where updated revisions may be incorporated.

Question 3. CLIN structure. Please confirm that CLIN 0001 (and corresponding option year CLINs 1001, 2001, 3001, 4001), quantity 1, unit of measure EA, represents the firm fixed annual price covering all basic services described in SOW Section 5.1, including the two semiannual comprehensive PM services and the estimated twenty-four callout episodes per twelve-month period.

Answer: Combinations are required to be changed annually and whenever someone from that service resigns or retires.

Question 4. Over-and-above CLINs. For CLINs 0002, 1002, 2002, 3002, and 4002, will the Government establish the not-to-exceed amount, or should quoters propose a value? If quoters propose a value, please confirm whether it will be included in the total evaluated price.

Answer: Quoters must propose the NTE; yes, it is included in the evaluated price. Unused funds may be deobligated at year-end.

Question 5. Relocation services. SOW Sections 5.1(a) and 5.2.4 include safe and vault relocation within basic services and within the twenty-four episode estimate. Please confirm relocations are covered under CLIN 0001 rather than the over-and-above CLIN, and if available, please provide historical data on relocation frequency and the types of units typically relocated.

Answer: We had safe moves during renovation. Most everything is stationery. However, if one needs to be relocated it would be covered in this contract.

Question 6. Response time. SOW Section 5.1(c) requires the contractor to respond immediately to requests associated with key and combination failures, while Section 5.2.6(c) establishes a designated response time of twenty-four hours (one business day). Please confirm which standard governs, and whether "immediately" imposes an onsite arrival requirement shorter than twenty-four hours.

Answer: In cases of emergency, we would require immediate assistance. same-day response when mission‑critical failure occurs. Usually this would occur during normal business hours.

Question 7. Lock types. Please identify which of the eight units listed in Technical Exhibit 3 are equipped with mechanical combination locks versus electronic locks, and where known, the lock manufacturer and model. We also note the Schwab police vault door (Bldg. 14/101C) lists no model or serial number; any additional identifying information would be appreciated.

Answer: All units listed in Technical Exhibit 3 are equipped with combination locks. The Government confirms that two units utilize digital combination locks, and the remaining units are traditional mechanical dial combination locks

The models and locations are:

· Cincy TL15 – Bldg. 57, Room 158A

· Mosler CL‑5‑MP – Bldg. 2, Room N193

· Armor TL30 – Bldg. 80, Room 1612

· Includes three additional internal combination‑lock drawers

· Mesa MFL3020CC – Bldg. 50, Room 106

· Yale 9079 – Bldg. 1, Room 113A

· Hamilton C5VD – Bldg. 80, Room 1703

· Brown ES‑VDG5AT‑11R – Bldg. 57, Room 0BA090

· Schwab (model/serial not listed) – Bldg. 14, Room 101C

Contractors may verify specific lock types and any electronic components during the optional site inspection permitted under SOW Section 5.2.7.

Question 8. Site inspection. SOW Section 5.2.7 permits prospective contractors to inspect the covered equipment by arrangement with the VA Chief of Police. Please provide the point of contact name, phone, and email for scheduling, and confirm inspections may be completed prior to the September 1, 2026 quote due date.

Answer: Per RFQ CS Maria Asher in writing via email at maria.asher@va.gov

Question 9. Phase-in period. Section 1.6.17 requires contractor personnel onsite during the thirty-day phase-in period. Given the callout-based nature of this requirement, please clarify the onsite presence the Government expects during phase-in.

Answer: This is completed when the quoters personnel are requested to come out and change combinations and will be escorted by someone from the facility.

Question 10. Section 5.2.6(b). This paragraph states that a service request may be withdrawn by Biomedical Engineering. Please confirm the office with authority to withdraw service requests under this contract (for example, the COR or VA Police Service).

Answer: This was an oversite. VA Police Service will be the main contact for this contract.

Question 11. Historical workload. If available, please provide a breakdown of the estimated twenty-four annual service episodes by type (rekeying, recombination, repair, lockout opening, relocation) based on historical data.

Answer: There is the annual change, 2 PM’s and maybe 10 recombination changes throughout the year. In the 15 years, there has been 2 lockouts and one relocation.

Question 12. Incumbent contract. Please confirm whether this requirement is a recompete of an existing contract, and if so, provide the incumbent contract number.

Answer: Yes, this requirement is a recompete of an existing contract.

The incumbent contract number is: 36C26222P0581.
