About this file

This is an Amendment (00001) to a Request for Quotes (RFQ) for medical equipment under Solicitation Number 36C26226Q1219. The Department of Veterans Affairs Greater Los Angeles Healthcare System is seeking therapy chairs and a blanket warming cabinet for the Nuclear Medicine Service. The requirement consists of five therapy chairs equivalent to the PINESTAR Injection/Resting Chair Model 214-210 (CLIN 0001) and one blanket warming cabinet equivalent to the PINESTAR Model PTI-750 (CLIN 0002). This is a combined synopsis/solicitation set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The solicitation is for commercial supplies under FAR Part 12 simplified acquisition procedures. Responses are due July 31, 2026, at 10:00 AM Pacific Time to the Department of Veterans Affairs Network Contracting Office in Long Beach, California (ZIP code 90815). Delivery is FOB Destination to the VA Greater Los Angeles Healthcare System at 11301 Wilshire Boulevard, Los Angeles, California 90073. Price is the sole evaluation factor.

The amendment addresses contractor questions regarding nonmanufacturer compliance, small business requirements, and product specifications. Key clarifications include confirmation that manufacturers of each CLIN may be evaluated under different applicable NAICS codes; that the therapy chairs and blanket warmer may be manufactured by different qualifying small-business manufacturers while the SDVOSB prime contractor remains single; and that technically equal products manufactured in the United States by qualifying small businesses are acceptable provided contractors submit manufacturer literature demonstrating salient characteristics. The amendment confirms no SBA class or individual Nonmanufacturer Rule Waiver currently applies, one aggregate award will be made for both CLINs, and contractors should submit a combined PDF quotation including the completed VAAR 852.219-76 certificate, price schedule, brand/model information, lead time, product literature, and manufacturer origin evidence. No corporate past-performance submission is required for this supply acquisition.

DESCRIPTION

Amendment 00001 to Solicitation/RFQ 36C26226Q1219 is hereby issued for the purpose of posting the contractor’s questions and providing the Government’s responses.

1. We are an SBA VetCert-verified SDVOSB nonmanufacturer. Please confirm whether We may satisfy FAR 52.219-33 and VAAR 852.219-76 by supplying the required products from one or more qualifying United States small-business manufacturers.

Compliance with FAR 52.219-33 and VAAR 852.219-76 are determined solely by the contractor’s own certification and representation. As the contractor, it is the contractor's responsibility to ensure it meets all requirements of the nonmanufacturer rule and the VA Limitation of Subcontracting. The Government does not advise or confirm how the contractor will meet these requirements. The contractor must certify its compliance with the clause included in the solicitation.

1. The requirement includes two distinct product categories: five therapy chairs and one blanket warming cabinet. Must the actual manufacturer of each product independently qualify as a small business under NAICS 339113, or may the two CLINs be evaluated under different applicable manufacturing NAICS codes?

The manufacturer for each CLIN may be evaluated under different applicable manufacturing NAICS codes.

1. May the chair and blanket warmer be manufactured by different qualifying small-business manufacturers while the contractor remains the single SDVOSB prime contractor?

Yes.

1. Please confirm the exact manufacturer identity and required country-of-origin/final-assembly evidence for the brand-name PINESTAR/Mirion models 214-210 and PTI-750.

The subject solicitation is a brand name or equal requirement. It is the contractor’s responsibility to ensure that any product they quote, brand name or equal, complies with all applicable laws and regulations.

1. Does the Government have an SBA class or individual Nonmanufacturer Rule waiver applicable to either CLIN? If so, please identify the covered item.

There is no current SBA class or individual Nonmanufacturer Rule Waiver appliable under the assigned NAICS code. Contractors can verify this information independently by reviewing the SBA’s Non-Manufacturer Rule Class Waiver List, available on the SBA’s website.

1. Please confirm whether technically equal products manufactured in the United States by qualifying small businesses are acceptable when the quotation includes manufacturer literature establishing every salient characteristic.

Yes. Refer to the solicitation: “If quoting “equal to”, contractors must include product brochure or OEM-issued documents demonstrating how the quoted items meet or exceed salient and functional characteristics. Quotes submitted without sufficient “equal to” supporting documentation will be deemed non‑responsive and will not be considered for award.”

1. Please confirm whether delivery is FOB Destination and identify the required delivery date or maximum acceptable lead time after award.

FOB Destination. Delivery date is not an evaluation factor.

1. Will the Government make one aggregate award for both CLINs, or may separate awards be made by CLIN?

One award.

1. Please confirm that the fully completed VAAR 852.219-76 certificate, price schedule, brand/model information, lead time, product literature, origin/manufacturer evidence, and the contractor’s representations may be combined into one PDF quotation.

Yes.

1. We currently has zero completed federal prime contracts. Please confirm that no corporate past-performance submission is required for this supply acquisition, or that the contractor will receive neutral treatment if past performance is considered.

Refer to FAR 52.212-2. Price is the only evaluation factor for the subject solicitation.

1. What is the required delivery date or acceptable delivery lead time for CLINs 0001 and 0002? The delivery schedule in the solicitation does not state a date.

Refer to the solicitation. Product lead time information is to be provided by the contractor.

1. Please confirm the correct delivery ZIP code. The opportunity information references 90072, while the place-of-performance address in the solicitation references 11301 Wilshire Boulevard, Los Angeles, CA 90073.

90073.

1. Is inside delivery, assembly, installation, or removal of packaging required, or is standard FOB Destination dock delivery acceptable?

Standard FOB Destination dock delivery.

The period for submitting contractor questions has closed. No further questions will be addressed unless the Contracting Officer determines it is in the best interest of the Government.

All other terms and conditions remain unchanged and in full force and effect, and the quote due date remains the same.
