About this file
This is an Amendment to a Previous Combined Solicitation (Amendment 0001) for VA Phoenix Coarse Salt Supply for Boiler Plant under solicitation number 36C26226Q1123. The Department of Veterans Affairs Network Contracting Office in Long Beach, California (90815) issued this amendment on September 14, 2026, extending the response deadline to September 18, 2026 at 10:00 AM Pacific Time. The solicitation is set-aside for Total Service-Disabled Veteran-Owned Small Businesses (SDVOSBC) and seeks a single-award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for coarse salt supply to VA Phoenix Healthcare System (650 E Indian School Rd, Phoenix, AZ 85012) under NAICS code 325998 (325998), Product Service Code 6810, with a base period of October 1, 2026 through September 30, 2027, plus four option years extending through September 30, 2031.
The amendment requires contractors to provide revised price/cost schedules, revised item descriptions and Statements of Work, and clarification responses to frequently asked questions. The requirement calls for approximately 25 tons (50,000 pounds) of bulk coarse salt delivered monthly to the facility's boiler plant salt silo. Contractors must provide delivery and discharge services using service teams and tractor trailers, on-site inspections, cleanup of spills, coupling hoses, and all travel-related costs with FOB Destination terms. The contractor must meet salt specifications of greater than 98 percent sodium chloride with limited calcium and magnesium content. Pricing shall be firm-fixed-price per ton, with order thresholds ranging from a $5,000 minimum to $150,000 maximum. Deliveries are scheduled Monday through Friday, 7:00 AM to 4:30 PM, with the contractor required to deliver within 30 days of award approval and provide monthly invoices. The Point of Contact is Contract Specialist Melissa Ramirez at Melissa.Ramirez8@va.gov.

Frequent Question’s and Responses
1. Does the VA have a required product specification, grade, particle-size/gradation, minimum NaCl purity, or other technical standard that the proposed coarse salt must meet?
· The bulk coarse salt’s intended use is for Boiler Plant Boilers for Water Tube Boilers Campus. To assist contractors, see below for information on the properties currently in use:
Salt size: Grain Chemical Properties:
Sodium Chloride: >98 wt % Calcium and Magnesium: <0.25 wt % Sulfate: <0.15 wt % Water Solubility: <0.1 wt % Surface Moisture: <1.5 wt %
2. If necessary to confirm compatibility, would the VA accept or request a manufacturer sample for evaluation?
· No, this will not be necessary.
3. Is there a required minimum or maximum quantity of salt that the facility can accept during a single delivery? Should offerors anticipate approximately one 20–25 ton per truckload delivery per month? If the VA issues an order exceeding the capacity of a single truck load or the receiving silo, may that order be fulfilled through multiple scheduled deliveries?
· Quoters can anticipate no more than 25 tons per truckload delivery every month. Monthly deliveries will not exceed 25 tons/50,000 lbs which is one full truck load.
4. Please provide the salt silo capacity, the current monthly consumption rate, the fill connection type and height, and confirm that the silo can accept a full 25-ton pneumatic load in a single discharge. Please also confirm the tractor-trailer access route and any staging, escort, badging, or check-in requirements at 650 E Indian School Rd.
· Tank can handle up to 50,000 lbs of salt, no more than that. Confirmation of delivery location and specifications will be provided by the VA POC post award.
5. SOW states the contractor shall provide a 4-inch coupling hose "that is attached to the saltwater silo located at the facilities boiler plant." Please confirm whether the contractor is to furnish the hose at each delivery, or whether a hose is permanently attached to the silo and furnished by the Government.
· Contractor is to furnish at each delivery.
6. Please confirm that the requirement is monthly pneumatic bulk delivery into a single salt silo.
· Coarse Water Softening Salt is to be delivered via bulk pneumatic truck.
7. Will the VA accept a manufacturer’s product data/specification sheet demonstrating that the proposed coarse salt meets the Government’s requirements and is suitable for the intended boiler plant/water-treatment application?
· Yes, as long as it can fully demonstrate and prove that their quote meets or exceeds all the requirements included in B.2 SOW.
8. Clause C.6, 52.217-9, limits the total duration of the contract including all options to five years. Clause C.5, 52.217-8, permits extension of services for up to an additional six months. The base period plus four option years already spans the full five years, from 10/01/2026 through 09/30/2031. Please confirm which clause controls if an extension under 52.217-8 is contemplated.
· Clause C.6 (FAR 52.217‑9) limits the duration of the base period + option years to five years. Clause C.5 (FAR 52.217‑8) is a separate authority that permits the Government to extend services for up to six additional months when needed to ensure continuity of operations. The two clauses do not conflict. The five‑year cap in FAR 52.217‑9(c) applies only to the base + option year periods, not to the short‑term service extensions allowed under FAR 52.217‑8. Therefore, if an extension under FAR 52.217‑8 is contemplated, FAR 52.217‑8 controls.
9. Is the minimum dollar threshold applied to monthly deliveries?
· No, the minimum $5,000 dollar threshold is counting for a full year not the monthly deliveries.
10. Please confirm whether the Government intends to issue orders monthly, quarterly, or annually.
· Orders/deliveries will be monthly for 12 months.
11. Should the quoted unit price per ton include all freight, delivery, discharge into the VA’s silo, equipment, labor, and cleanup?
· Shipping term is FOB Destination; all shipping costs must be included in unit cost. However, Contractors may also use their own format to provide pricing but must include all deliverables listed for base and all option periods.
12. Can you provide clarification on what must be filled out on C.14 VAAR 852.219-76 VA Notice of Limitation on Subcontracting – Certificate of Compliance for Supplies and Product?
· If you are a manufacturer: A manufacturer (the clause uses the term “other than a nonmanufacturer”) must ‘check’ paragraph (a)(1)(i) agreeing that it “will not pay more than 50% of the amount paid by the government to it to firms that are not certified SDVOSBs . . . or certified VOSBs” as listed in the SBA certification database. A manufacturer must also ‘check’ paragraph (a)(2)(i) to indicate that it is the manufacturer or producer of the end item being procured and that the end item is manufactured or produced in the United States.
· If you are a nonmanufacturer: A nonmanufacturer must ‘check’ paragraphs (a)(1)(ii), ALL appropriate boxes under (a)(2)(ii). Please note if checking section (a)(2)(ii) Nonmanufacturer, subsequent box three "The offeror certifies that it will take ownership or possession of the item(s) with its personnel, equipment, or facilities in a manner consistent with industry practice” still applies if items being offered will be drop ship from OEM.
· In addition to completing the offeror ‘fill-in’ requirements for this clause, offerors must insert the offeror’s name in the brackets containing the following verbiage “[Insert Name of Offeror]” to have a fully completed certification. Failure to submit a completed and signed certification with the offer will render the offer ineligible for award and will result in the offer not being considered. No exceptions will be made.
13. Please confirm the email address to which quotes are to be submitted, any file format or size limitations, whether a signed SF 1449 is required, and whether receipt of quotes will be acknowledged.
· Quotes are to be submitted to Melissa.Ramirez8@va.gov either in PDF format or Word Doc. Signed SF 1449 is not required and quote acknowledgments can be given upon request. For additional quoter submission information please see E.1 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (OCT 2025) (Deviation) under ADDENDUM to FAR 52.212-1 Instructions to Offerors – Commercial Products and Commercial.
Please note, previous quotes prior to this amendment will not be considered, as all contractors are required to acknowledge Amendment 0001 and resubmit their quotes.
Quotes are due on Friday, September 18th, 2026, at 10am Pacific Time.
All other terms and conditions remain unchanged.
