About this file

This is a Questions and Answers document providing vendor clarifications for solicitation 36C26226Q1102, a tree and stump removal project issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22.

The VA confirmed that prevailing wages per Service Contract Act WD 2015-5613, revision 32 are required, and no bonding requirement applies to the project. Site visit access is available for vendors to conduct independent assessments during weekdays at two locations: Building 99 (10 tree stumps), Building 201 (6 tree stumps), and behind Building 52 (3 trees requiring cutting). The VA clarified that subcontractors holding California D-49 Tree Service contractor licenses are acceptable to satisfy the special standard of responsibility requirement, in addition to C-61 and C-27 classifications. The VA indicated it will not schedule additional formal site visits and directed vendors to self-assess the project sites during business hours to evaluate size, condition, and access requirements for their proposals.

VA Response to the Vendor Questions

1. Is this proposal required to include prevailing wage?

VA Response: Wages should be according to Service Contract Act WD : 2015-5613, revision 32

2. Is there a bonding requirement for this project?

VA Response: No

3. Can you provide photos of the three trees and the additional stumps, or preferably the opportunity to conduct a site visit to assess the size, condition, and access requirements VA response: See the attachment section

4. Our proposed subcontractor currently holds active California contractor licenses under C-61/D-49 (Tree Service) and C-27 (Landscaping). Given the nature of the required work, we would appreciate your confirmation as to whether the D-49 Tree Service classification would be considered acceptable to satisfy the special standard of responsibility for this solicitation VA Response: You can also use D-49 Tree Service as Special Standard 1

5. We wanted to follow up regarding the site visit. If possible, would we be able to stop by today at 8:30 AM to complete the site visit?

VA Response: We will not be scheduling another site visit, but you can go to the facility on your own and check out the project. You have 10 tree stumps at Bldg. 99, 6 tree stumps in front of Bldg. 201. The 3 trees that need cutting are behind Bldg. 52. You can only gain access to the trees during the week.
