About this file
This is an Amendment to a Previous Combined Solicitation for deionized tank maintenance services.
The Department of Veterans Affairs, contracting through the New Mexico VA Health Care System (NCO22), seeks a qualified contractor for deionized tank maintenance at the VA Loma Linda Health Care System in Loma Linda, California. Solicitation Number 36C26226Q1097 is a Service-Disabled Veteran-Owned Small Business (SDVOSBC) set-aside with a Product Service Code of J046 and NAICS Code 811310. The contract period runs from August 1, 2026, through July 31, 2031. Proposals are due by July 30, 2026, at 11:00 AM Mountain Time. The contracting office is located in Albuquerque, New Mexico (zip code 87108), with point of contact Jordan Alonzo, Contract Specialist, at jordan.alonzo@va.gov or (505) 767-6094.
The amendment addresses questions raised during the Q&A period regarding tank designations, licensing requirements, delivery schedules, and contractor responsibilities. Key clarifications include: the C-55 Water Conditioning license must be held by the subcontractor delivering bottles; tank designations represent specific dimensions (818: 8″×18″; 1040: 10″×40″; 1254: 12″×54″; 1447: 14″×47″); the Mechanical Room requires 24 total bottles (12 per bank) exchanged every two weeks on a rotating basis; tank ownership will be discussed post-award with Southcoast Water; contractors must perform both sample collection and laboratory analysis per ANSI/AAMI ST-108; and troubleshooting is required when test results exceed applicable limits or indicate contamination. Over and above repairs are excluded from normal pricing.

Solicitation 36C26226Q1097 Deionization Tank Q&A
• Who is required to have the C-55 Water Conditioning license? Does it have to be the prime contractor, or can the subcontractor be the one that has the license?
The subcontractor whoever is delivering the bottles.
• Do the five Main Kitchen entries represent ten separate installed vessels: two 1254 hot-water tanks, six 1447 cold-water tanks, and two 1447 hot-water tanks?
No, all bottles will be delivered at some time.
What do designations 1254, 1447, 1040 and 818 represent?
🔹 818
• 8″ diameter × 18″ height
• Approx. 0.5 cu ft resin volume
• Often used for small DI applications like point-of-use or polishing units
🔹 1040
• 10″ diameter × 40″ height
• Frequently available as an empty poly-glass tank for mounting resin heads
• • In water softeners, it’s filled with cation resin that exchanges hardness ions (like Ca²⁺/Mg²⁺) for sodium or potassium.
• • In DI systems, it's packed with mixed-bed resins (cation + anion) to remove virtually all dissolved ions, producing ultrapure water.
🔹 1254
• 12″ diameter × 54″ height
• A 1254 bottle refers to a 12-inch diameter × 54-inch height pressure vessel.
This size is commonly used in water softening and sometimes in pre-treatment for DI systems.
• Evidence: 12″×54″ mineral/resin tanks are standard commercial softener vessels
🔹 1447
• 14″ diameter × 47″ height
• Typical size for mid-sized DI or mixed-bed resin tanks (~3.75 cu ft capacity)
• A 1447 bottle is a 14-inch diameter × 47-inch height DI (deionization) tank. Its purpose is to hold mixed-bed DI resin used to remove all remaining dissolved ions from water, producing very high-purity output.
• Please provide available equipment identifiers and media or resin type, capacity, connection, flow, and manufacturer data.
All has been listed in the SOW.
• For the Mechanical Room entry described as "Monthly - 12 Bottles Every 2 Weeks -
Quantity 24," what is the intended installed quantity and required exchange frequency?
Total quantity is 24 12 on bank 1 and 12 bottles on bank 2, if bank 1 is in service at delivery 12 bottles will be replaced at that time and then bank 2 12 bottles will be replaced within 2 weeks.
• Who owns the existing and replacement tanks, and must the incoming contractor furnish the installed and spare-tank inventory at mobilization?
Southcoast water needs this will be discussed after contract is awarded
• What are the contractors’ obligations when a test result exceeds an applicable limit or indicates bacterial growth, endotoxin, or other contaminates? Are re-tests to be included? If so, how many?
Needs to trouble shoot system and same number of samples need to be taken as initial samples or Intell contractor corrects the issue.
• Is the contractor responsible for sample collection only or also laboratory analysis and interpretation?
Both, as per ANSI/AAMI ST-108
