About this file
This is a Questions and Answers document responding to vendor inquiries regarding solicitation 36C26226Q0990 for High Pressure Steam Piping Replacement at VA Sepulveda Ambulatory Care Center. The VA clarified that the 3/4" condensate receiver pump station piping, fittings, valves, and pressure gauge are excluded from the scope of work. The existing pressure reducing valve (PRV) station operates at an average steam flow rate of 5,000 lbs./hr, with a maximum winter flow of 15,000 lbs./hr. The Government confirmed this is a service contract subject to Service Contract Act Wage Determination 2015-5613 Revision 32 (FAR 52.222-41), not Davis-Bacon Act requirements.
Regarding contractor requirements, the VA will not reimburse additional insurance premiums if asbestos coverage must be added to meet general liability insurance requirements. Site-specific safety requirements and welding certification standards with inspection requirements are provided in attachments. The Government confirmed no detailed drawings showing piping runs and lengths are available; contractors are expected to develop required drawings based on replacement valve dimensions and components selected, with pipe sizes (4" and 3" valves) visible during the mandatory job walk scheduled for June 25, 2026 at 10:00 a.m. at Building 200. Vendor inquiries were due by 2:00 p.m. PST on Monday, June 29, 2026.

VA Response for the Vendor Questions
1. Does the government require the contractor to replace the 3/4” condensate receiver pump station piping? It is roughly 35’ of ¾” piping, several fittings, 3)valves and a 3” dia pressure gage marked in blue line in the pictures attached.
VA Response: The condensate piping and gauge in the photo is not in the scope of work.
1. Please provide the flow rate to the existing PRV / pressure reducing valve station.
VA Response: The steam flow rate averages 5,000 lbs./hr. The maximum in winter would be 15,000 lbs./hr.
1. Please provide the written site-specific VA safety requirements applicable to this project, including any hot work, lockout/tagout, shutdown, escort, infection control, or facility-specific safety procedures.
VA Response: The site-specific VA safety requirements are attached.
1. Please confirm whether welding certificates are required for this project. If required, please identify the applicable certification standard and whether certificates must be submitted with the quote or after award.
VA Response: The welding requirements if needed are in the attachment.
1. Please confirm whether welds will require inspection, testing, or third-party verification. If yes, please identify the required inspection method, acceptance criteria, and whether inspection costs are the contractor’s responsibility.
VA Response: The welding inspection requirements are in the attachment.
1. The solicitation requires evidence of general liability insurance without exclusionary clauses for asbestos that would void coverage. Our current COI does not include asbestos coverage. Please confirm whether the Government will reimburse or otherwise pay the additional premium/cost difference if asbestos coverage must be added, and if so, please identify the allowable amount or process.
VA Response: The VA will not reimburse or pay any additional premium/cost difference if asbestos coverage must be added.
1. Please confirm whether this requirement is subject only to SCA WD 2015-5613 Revision 32 / FAR 52.222-41, and is not subject to Davis-Bacon Act / construction prevailing wage requirements VA Response: This requirement is a service contract and not construction therefore SCA WD 2015-5613 Revision 32 / FAR 52.222-41 applies.
1. Do you have a drawing or P&ID showing the piping runs/lengths to be replaced at the PRV station?
VA Response: There are no drawings showing the piping runs/lengths to be replaced. That information is determined by the replacement valve dimensions and other components chosen by the contractor. I witnessed the serious/professional contractors developing the required drawings with dimensions. The other guys were having a social affair, telling stories about how difficult times are now for them. Don't really want those guys working on my steam system
1. If no drawing is available, could you at least provide the pipe size (NPS) for the main steam line and bypass line?
VA Response: There are 4" valves, 3" valves, reducing spools, these are things that were visible and only a few contractors actually spent time planning the completion of this job. That was the purpose of the job walk opportunity.
