About this file

This is an amendment to a combined solicitation/RFQ for Active Threat Response Training services for the Greater Los Angeles VA Healthcare System. The amendment responds to 70 contractor inquiries and updates the Statement of Work to clarify key requirements and correct previous errors. The solicitation is set aside 100% for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns with a NAICS code of 611699 and PSC U014 (Education/Training Security). The contracting office is Department of Veterans Affairs, Network Contracting Office 22, located in Tucson, Arizona (ZIP 85723), with a response deadline of June 23, 2026, at 2:00 PM Pacific Time. The place of performance is the Greater Los Angeles VA Healthcare System at 11301 Wilshire Boulevard, Los Angeles, California 90073.

The requirement calls for live, in-person Staff-Active Threat Response (S-ATR) training for up to 1,600 clinical and non-clinical medical center staff over a six-month period (estimated August 1, 2026 through February 28, 2027). The contractor must deliver 50 total S-ATR training courses—a mix of "No Drill" and "With Drill" options—with a maximum of 25 students per session, conducted at a single training location. Key deliverables include training certificates, attendance rosters with wet-ink signatures, and After-Action Reports (AARs) for any drill events. Instructors must hold Active Threat/Shooter certifications from recognized governmental sources (Federal, State, or Local Law Enforcement) with a minimum of 10 years of qualified instructor experience required only for lead instructors. All training programs must be vetted by VA Subject Matter Experts prior to award. Wage Determination 2015-5613, Rev. 32 applies. This is a firm fixed-price contract with monthly invoicing in arrears based on services rendered, and contractors must submit a single all-in price with the option to provide a pricing breakdown at their discretion. The Government will not conduct discussions and will not notify unsuccessful offerors or provide debriefings.

Contractor Inquiries- Active Threat Response Training Requirement for GLA

1. Is there a current incumbent contractor performing this requirement? If so, please provide the incumbent’s name and contract number.

This is a new requirement for the estimated period of performance. Any previous contract information can be found on public databases such as SAM.gov.

2. What is the current contract’s period of performance and expiration date? Is this requirement a re-compete, a new requirement, or a bridge action?

We are unable to provide any previous or current contract information currently. This is a new requirement for the estimated period of performance listed in the solicitation.

3. Has this requirement been previously awarded under a different solicitation number? If so, please provide the prior contract number.

Previous award information is part of the public record and can often be found on public databases like SAM.gov.

4. What is the Government’s estimated contract value or available budget for this requirement?

The estimated contract value and available budget cannot be disclosed as part of this solicitation. We encourage your company to please submit your best offer based on the requirements described in the solicitation documents.

5. The SOW states the period of performance is six (6) months (08/01/2026 – 02/28/2027), yet the Contractor Taskings section references training for “10 months.” Please clarify the intended performance period and total number of training months. (Reference: SOW – General / Contractor Taskings) This is for 6 months, the 10months is a mistake. (This has been updated in the SOW)

6. FAR 52.217-8, Option to Extend Services, is included in this contract. Please confirm whether the Government intends to exercise an option period and, if so, what the anticipated option duration and scope would be.

This is not an option year term contract, however, there is an option to extend services up to 6 months on the contract only at the Contracting Officer's approval if requested by the program office.

7. Are the August 1, 2026 start dates firm, or is there flexibility depending on the award date and post-award ramp-up time required (e.g., VA badge processing, training calendar coordination, SME curriculum vetting)? (Reference: SOW – Period of Performance) This is dependent on award.

8. The SOW states the Contractor shall provide training at 10 GLA annexed locations. Please provide the names and addresses of all 10 sites so offerors can accurately account for travel costs in their pricing. (Reference: SOW – Travel) There is only one training location not 10. (This has been updated in the SOW).

9. The SOW references “up to 1,600” medical center staff. Is 1,600 the maximum not-to-exceed figure, or is it the target number the Contractor is expected to train? Will the Contractor be held responsible if fewer employees attend? (Reference: SOW – General) Target number.

10. The SOW references both S-ATR “No Drill” and “With Drill” options. Will the Government confirm upfront at award which option(s) will be required, or will this be determined by the PPOC after award on a site-by-site basis? (Reference: SOW – Contractor Taskings) This is based on the requested ask of the department.

11. The SOW states training time may be reduced by no more than half per session at the PPOC’s discretion. If training is reduced at the Government’s request, will the Contractor still receive full payment for the scheduled session as outlined in the SOW? (Reference: SOW – Contractor Taskings) Contractor will be paid for services provided.

12. The SOW references “ECC/STB” as additional training items to be provided solely by the Contractor. Please clarify what ECC and STB refer to and whether these are in-scope deliverables included under CLIN 0001 or separate requirements. (Reference: SOW – Coordinated Project Planning) No, this is not a requirement.(This section removed from SOW)

13. The SOW references a “Shoot House” as a possible training facility. Will the Government provide a shoot house, or is the Contractor expected to provide or arrange access to one? If Contractor-provided, will associated costs be covered under CLIN 0001? (Reference: SOW – Warranty & Liability) At time of award this is no longer available. (Removed sections stating “shoot house”)

14. The SOW states the Contractor shall coordinate with Emergency Management to include drill objectives that meet Joint Commission and VA Standards. Will the Government provide the Contractor with the applicable Joint Commission and VA Standards for each clinic location prior to the start of performance? (Reference: SOW – Contractor Taskings) Yes.

15. The SOW requires instructors to have a minimum of 10 years of qualified instructor certification and experience. Does this requirement apply to all instructors assigned to the contract, or only to the lead instructor? (Reference: SOW – Contractor Certification) Only applies to the Lead Instructor.

16. The SOW states all training programs must be reviewed and vetted by VA Subject Matter Experts (SMEs) prior to award. Please clarify the timeline and process for this SME review. Will the Government initiate this review, or is the Contractor expected to submit curriculum materials before award? (Reference: SOW – Contractor Certification) This would need to be done with the local VAPD training division from the Greater Los Angeles Medical Center at prior to award by the contractor. Timeline is based on availability of SMEs

17. Will the Government provide the Contractor with copies of VA Handbook 0730/5 Appendix F, GLA local SOP 7AD-10A-07B-36, and the applicable AFGE MOU prior to award so the Contractor can ensure full curriculum compliance before performance begins? (Reference: SOW – Agency Policies & Procedures) Yes, at time of award.

18. Please confirm the type of background investigation or security clearance, if any, required for contractor personnel performing on-site at VA GLA facilities. (Reference: SOW – Security Requirements / VAAR 852.204-70) The only background is the one for a PIV badge, however, Contractor will be required to check in with the VA facility point of contact to be escorted. No PIV badge will issued at this time.

19. What is the typical timeline for VA badge issuance for contractor personnel? Will this process begin prior to or after contract award? Will badge-related delays be considered Government-caused and therefore not held against the Contractor’s performance timeline? (Reference: SOW – Badges) The process will begin at time of award. Process length is dependent upon each individual. If a badge is delayed, contractor will need to be escorted by a VA employee to the training location. Badge delays will be on a case-by-case basis.

20. Will the Government provide dedicated parking for contractor instructor personnel at each of the 10 training sites, or is the Contractor expected to fund all parking costs throughout the performance period? (Reference: SOW – Parking Policy) There is only 1 training site not 10. The 10 training sites was a typo. No there will not be dedicated parking and there are no parking costs at training location. (Training site information has been updated in the SOW).

21. The SOW states AARs must be submitted using an “agency specific format as directed by the PPOC.” Will the Government provide the AAR template prior to or at contract award so the Contractor can incorporate it into their workflow before performance begins? (Reference: SOW – After-Action Reports) Yes, PPOC will provide template at contract award.

22. The SOW requires sign-in sheets to be submitted within 10 business days of each training period. Will electronic or digital sign-in methods be acceptable, or does the Government require printed/wet-ink sign-in sheets? (Reference: SOW – After-Action Reports) Wet ink signatures only.

23. The SOW authorizes the Contractor to use the VA Seal and agency logos on training certificates. Will the Government provide the official VA seal and logo files in the required format, or is the Contractor responsible for obtaining them independently? (Reference: SOW – Training Certificates) Government will provide at time of award.

24. This solicitation includes FAR 52.219-14 (Limitations on Subcontracting) and VAAR 852.219-75. Please confirm the Government’s interpretation of the 50% performance requirement — specifically, is compliance measured based on total contract value or direct labor cost only? (Reference: FAR 52.219-14 / VAAR 852.219-75) This is a total SDVOSB set-aside requirement. Please refer to these FAR and VAAR regulations for compliance details. All offerors must comply with these federal regulations. Please see attachments VAAR 852.219-73 and 852.219-75 attachments posted with the solicitation in SAM.gov.

25. If the prime contractor intends to use a subcontractor to deliver instructor services, will the Government confirm that the prime’s program management, curriculum oversight, quality assurance, contract administration, and reporting functions satisfy the 50% performance requirement? (Reference: FAR 52.219-14 / VAAR 852.219-75) Please see attachments VAAR 852.219-73 and 852.219-75 attachments posted with the solicitation in SAM.gov.

26. Please confirm whether price reasonableness will be determined solely by comparison to available funding, or whether the Government will conduct an independent market price analysis.

This is a competitive solicitation. All offerors are encouraged to provide their best offer to meet this requirement in accordance with the solicitation instructions.

27. The solicitation states the Government will not notify unsuccessful offerors. Will the Government provide a debriefing to unsuccessful offerors upon request, consistent with FAR 15.506 or equivalent procedures applicable to this RFQ? (Reference: FAR 52.212-1(e)).

A debriefing is not required under RFO Part 12 simplified acquisition procedures for this requirement.

28. The solicitation states the Government intends to award without discussions. If the Government determines discussions are necessary, will all offerors be notified and provided a fair opportunity to revise their quotes? (Reference: FAR 52.212-2(c)) Currently there will be no discussions conducted for this requirement. All offerors’ initial quotes should contain their best terms.

29. What is the Government’s anticipated award date for this requirement?

The government does not have an anticipated award date at this time. The estimated period of performance is posted in the solicitation.

30. The SOW states the Contractor may use training photos and videos for commercial purposes including promotional and marketing activities. Please confirm that this authorization remains in effect post-contract and is not subject to revocation by the Government after performance concludes. (Reference: SOW – Photography & Videography) Government will provide answer at time of award.

31. The SOW lists a six-month period of performance (estimated 08/01/2026–02/28/2027) but also references “5 consecutive days each month for 10 months.” Please confirm the correct number of training months and total training periods for pricing.

See response to question 5. (This has been updated in the SOW)

32. Please confirm the total quantity to price: is it 50 S-ATR No-Drill courses, or 5 courses × 5 days × 6 months, or a combination? How many With-Drill events are anticipated versus No-Drill?

50 total courses between no drill and with drill courses.

33. Across the approximately 10 sites, what is the expected number of sessions/drills per site, and the anticipated number of attendees per session, for instructor-to-student planning?

One site of training, 25 per session is the maximum number of attendees, can be multiple sessions. Drills count as 1 session.

34. How many instructors per session/drill does the VA expect (lead plus assistants)?

2 per lecture session, 1 to 10 ratio for each drill (safety consideration)

35. Will the VA accept active-shooter instructor certifications such as ALERRT, ALICE, or FEMA/NIMS-ICS as meeting the “recognized governmental source / accredited Law Enforcement Training Center” requirement? Are there specific certifications the VA requires or excludes?

Only governmental sources will be recognized. ALERRT and ALICE are not recognized as stand-alone certifications.

36. Does the 10-year qualified-instructor requirement apply to each assigned instructor individually, and what documentation will satisfy VA verification?

It is only applied to lead instructors.

37. What must the quote include (technical narrative, instructor resumes/certifications, past performance, price schedule), and is there a page limit or required format/template?

Reference Instructions to Offerors section and Evaluation of Quotes in the solicitation.

38. Will the Government hold a site visit or walk-through of representative training locations prior to quote submission?

There will be no site visit for this requirement.

39. Under LPTA, what are the technical-acceptability criteria the VA will use, and is curriculum SME vetting part of evaluation or a post-award condition?

Reference Instructions to Offerors section and Evaluation of Quotes in the solicitation.

40. Is there funding-ceiling or independent-government-estimate guidance, or any incumbent/historical price the VA can share?

Pricing cannot be disclosed as part of this solicitation. We encourage your company to please submit your best offer based on the requirements described in the solicitation documents.

41. Will the VA provide training space, AV, and site access at each location, or must the contractor furnish any of these?

Contractor is only responsible for AV equipment

42. Who furnishes Stop the Bleed consumables and training aids (tourniquets, trainers) — VA or contractor? If contractor, approximately how many per session?

Stop the bleed is not being taught, this was a typo. (Stop the bleed was removed from the SOW)

43. Please confirm the applicable SCA labor category and wage rate under WD 2015-5613 Rev. 32 for instructors in Los Angeles County, and the current Health & Welfare fringe rate.

Current wage determination rates/information can be found on sam.gov.

44. Are there badging, background, or VA credentialing requirements (e.g., PIV, fingerprinting) and associated lead times that could affect the August 1 start?

No, however contractor needs to make best efforts to manage lead times and keep PPOC updated on any issues.

45. The PWS appears to contain conflicting information regarding the required training schedule. Specifically:

Para 2 identifies a period of performance of 01 Aug 2026 – 28 Feb 2027.

a. Para 8.1.3.1 references five consecutive training days each month for ten months.

b. Para 11 references 50 training days across 10 annex locations.

Based on these provisions, please clarify the Government’s intended training schedule. Specifically, is the requirement for:

(1) Five training days at each of the ten annex locations (approximately 50 total training days);

(2) Fifty total instructor-days distributed across the ten annex locations, with the specific allocation and scheduling determined in coordination with the PPOC; or

(3) Another training schedule not reflected in the examples above?

NOTE: Please also clarify whether the reference to “ten months” in Para 8.1.3.1 is correct, given the stated period of performance of 01 Aug 2026 – 28 Feb 2027.

It should be one training location, not 10. This was a typo. Therefore a total of 50 training days at one location.

46. Para 10.1.1 references “Stop the Bleed” training and the ambiguous “may receive” issuance of a separate Certificate of Completion for that training; however, the PWS does not otherwise identify “Stop the Bleed” training as a required task, deliverable, or performance requirement. Please clarify whether “Stop the Bleed” training is required under this procurement. If so, please identify the scope of the requirement, including any minimum instructional content, duration, certification standards, student throughput expectations, and whether the Government anticipates this training being conducted at each training location.

Stop the bleed will not be taking place on this contract. (Removed from SOW)

47. Para 8.1.1 describes a “5 (4-Hour)” live in-person S-ATR training course. Please clarify whether the Government anticipates a single four-hour session per training day or multiple four-hour sessions per training day to accommodate all required personnel.

Multiple 4 hour training sessions to cover day and night shifts.

48. Paras 8.1.1 through 8.1.3 reference four-hour training courses, training days, and training periods. Please clarify whether a “course” refers to a single four-hour session, a single training day, or an entire five-day training period.

A course is equal to a single four-hour session.

49. The PWS states there are “no class participation limits” but also permits classroom capacity restrictions. Please clarify whether the Government has a target or estimated class size for any given venue that offerors should assume for pricing purposes.

No more than 25 students per class due to room sizing.

50. Given the requirement to train up to a total of 1,600 personnel, please clarify whether the Government intends offerors to price a fixed number of training sessions or to provide as many sessions as necessary to train all personnel during the period of performance.

As many sessions as necessary to train all personnel.

51. The PWS references both S-ATR “No Drill” and S-ATR “With Drill” training and identifies the drill option as “Preferred.” Please clarify whether drills are required at all ten locations, only selected locations, or at the Government’s sole discretion.

Only one training location, drill is preferred, but dependent upon scheduling.

52. Please clarify the expected number of After-Action Reports (AARs) required under this procurement (e.g., one per drill, one per location, one per training period, or one consolidated report).

One per drill.

53. The PWS references ten annex locations within the Greater Los Angeles Healthcare System. Please identify the locations expected to receive training under this requirement.

11301 Wilshire Blvd, Los Angeles, Ca 90073 is the only training location. (Updated in SOW)

54. The Price/Cost Schedule identifies a single Contract Line Item Number (CLIN 0001) for the entire requirement. Please clarify whether the Government will permit periodic invoicing based upon completed performance milestones (e.g., after completion of approximately one-third of the required training effort, two-thirds of the required training effort, and final completion), or whether the Government intends payment to occur only upon completion of the entire requirement.

Invoicing is Monthly in Arrears. Contractor can invoice monthly upon services rendered.

55. Period of Performance vs. Training Cadence: The stated Period of Performance is six (6) months (08/01/2026 – 02/28/2027); however, Section 8.1.3.1 references 5 consecutive training days per month for 10 months. Which governs? If 10 months is the intended training cadence, will the POP be extended accordingly?

Period of performance is only 6 months not 10 months. (Updated in SOW)

56. Drill vs. No Drill Event Mix: Section 8.1.3 quantifies 50 S-ATR "No Drill" courses as the baseline requirement. Section 8.1.3.3.2 permits the PPOC to substitute "With Drill" events at their discretion. These two formats carry materially different cost structures due to instructor headcount, After-Action Report (AAR) requirements, equipment, and coordination with Emergency Management. For pricing purposes:

(a) What is the government's anticipated number of "With Drill" events across the contract term?

As needed.

(b) If a specific number cannot be provided, will the government consider a separate line item structure pricing No Drill and With Drill events independently to allow for accurate and competitive pricing?

No, must be included with total price. You can provide a structured breakdown in your offer, however there is only one line item in the price/cost schedule.

57. Single CLIN Pricing: The price schedule reflects one CLIN (0001) priced as a single job (JB). Should contractors submit a single all-in fixed price, or will the government accept a pricing breakdown (e.g., per training day, per site, per event type)? If the Drill/No Drill mix shifts post-award at PPOC discretion, will a contract modification be issued to address cost variance?

Contractors shall submit a single all in firm-fixed price using the price/cost schedule in the solicitation. Offerors can put a pricing breakdown in their offer at their discretion, however the CLIN shall be used when submitting the offer.

This is a firm-fixed price contract. There will be no increase in costs against this contract.

58. Funded Ceiling: What is the government's estimated budget or not-to-exceed ceiling for this requirement?

Pricing and government budget information cannot be disclosed as part of this solicitation. We encourage your company to please submit your best offer based on the requirements described in the solicitation documents.

59. Site List: Can the government provide the names, addresses, and approximate staff counts for all 10 GLA annexed locations? This information is required for accurate travel and staffing cost development.

There will be a main point of contact for this requirement upon award of the contract. We cannot disclose facility point of contact information at this time while this requirement is in solicitation.

60. Acceptable Certifications: Section 4.1.1 requires Active Threat/Shooter Instructor Level certifications from recognized governmental sources. Will the government accept certifications from ALERRT, CISA, DHS/FEMA, or similar nationally recognized programs? Will prior special operations force (SOF) instructor credentials combined with law enforcement adjunct instructor experience satisfy this requirement?

Certifications must be from government sources. Prior special operations force (SOF) will not be accepted.

61. Instructor Headcount & Ratio: What is the minimum number of instructors required on-site per training day? Is there a required instructor-to-student ratio, particularly for With Drill events?

This was answered in question 34.

62. SME Vetting Timeline: Section 4.1.3 requires training programs to be reviewed and vetted by VA Subject Matter Experts prior to award. What is the expected timeline for that review process, and will contractors have an opportunity to revise curriculum based on SME feedback before award is finalized?

This has been answered in question 16.

63. Consolidation Compensation: Section 8.1.3.1.1 grants the PPOC authority to consolidate training days and sites into shorter periods or singular mass events. Will the contractor be compensated at the same fixed rate regardless of consolidation, or will a contract modification be required when consolidation occurs?

Contractor will be compensated at the fixed rate regardless of consolidation.

64. Force-on-Force / Live Fire: Section 14.2.1.5.4 references shoot houses and spent brass policing. Will any training events involve live fire, simunitions, or force-on-force scenarios? If so, what are the facility constraints and equipment provisions at each location?

This was answered in question 13.

65. Wage Determination Application: Wage Determination 2015-5613 Rev. 32 applies to this requirement. Should this WD be applied to all instructor labor categories in the contractor's pricing build-up, and does the government expect a Service Contract Act wage matrix as part of the submission?

Current wage determination rates/information can be found on sam.gov.

66. Is there an incumbent, and if so what is the award amount?

This is a new requirement for the estimated period of performance. Any previous contract information can be found on public databases such as SAM.gov.

67. Is there a cap on how many sessions can be done per week?

No there is no cap.

68. What is your maximum student to instructor ratio during drills and instruction sessions?

This was answered in question 34.

69. If VA Police are willing and available, can they partner in training?

No, VA Police will not be available for training.

70. Is there an opportunity or expectation to make up training for those who may have missed training?

No, there will be no exceptions or opportunities for makeup training.

STATEMENT OF WORK (Updated)

1. GENERAL: This is for one requirement (1 Line Item), consisting of training of up to 1,600 medical center staff comprised of both clinical and non-clinical staff employees. The Greater Los Angeles Healthcare System (GLA VAHCS) provides clinical and non-clinical employees with Active Threat Response training throughout its facilities consistent with established policies and procedures. As part of this required training, GLA also provides employees with Emergency Preparedness, Planning and Situational Awareness to aid in prevention of Mass Casualty Incident (MCI) like Active Threat events. GLA can achieve this by using established standards set by VA Central Office and the Office of Security & Law Enforcement. The requirement is for the training of both clinical, and non-clinical personnel in “Staff-Active Threat Response (S-ATR)” and will also be referred herein as S-ATR. As part of this requirement, training programs must be consistent with identified standards and incorporated elements of the National Incident Management and Incident Command Systems (NIMS/ICS) to aid staff in understanding response planning, preparation and recovery post-incident.

1.1. Due to unprecedented staffing shortages the agency is currently unable to fulfill this requirement utilizing internal means. This is largely due to a lack of experienced, qualified, credentialed or licensed instructors to facilitate this training requirement. Internal priorities have been allocated for direct and indirect patient care. This task requires a degree of flexibility necessary to ensure all employees in need of this training are able to accomplish this task within their evaluation period (annual requirement). To ensure the flexibility needed to accomplish this, there must be a dedicated team of qualified instructors to facilitate this task for all clinical and non-clinical personnel deployed across GLA at the selected facilities, which accounts for approximately 1600 medical center staff.

1.2. Agency Policies & Procedures: The following are the governing standards and protocols established by VA Central Office through the Assistant Secretary for Health for Operations and the Office of Security and Law Enforcement (OS&LE).

1.2.1. VA HANDBOOK 0730/5, Appendix F (VA National Standard),

1.2.2. Assistant Under Secretary for Health for Operations Memorandum (15), Active Shooter Preparedness Requirement (VISN Dir. 10N1-23)

1.2.3. American Federation of Government Employees (AFGE) Agreements

1.2.4. Occupational Safety and Health Administration (OSHA) guidelines on workplace violence

1.2.5. GLA local SOP, 7AD-10A-07B-36

2. Period Of Performance: The period of performance is set for a six (6) month term, all dates are estimated and subject to change. The Contractor shall provide on-site live in-person training for staff, Mon-Fri per training period, per facility. At the request of the Program Point of Contact (PPOC), training may be consolidated into one larger scale training event during the designated training period or off tour hours (Saturday) when deem more advantageous to the government.

Estimated POP Dates: 08/01/2026 – 02/28/2027

3. Place of Performance:

VA Greater Los Angeles Healthcare 1130 Wilshire Blvd Los Angeles, Ca 90073

4. CONTRACTOR CERTIFICATION AND/OR SPECIALIZED LICENSING

4.1. Contractor agrees to provide necessary certifications and/or specialized licensing to the PPOC for any and all training areas described in this requirement upon request. The following are required Certification and/or Licenses deemed necessary for this requirement to establish VA specific training compliance;

4.1.1. The Contactor shall be required to hold Active Threat/Shooter Instructor level certifications from recognized Governmental sources which include but limited to; Federal, State or Local Law Enforcement, Office of Emergency Management, and Accredited Law Enforcement Training Center.

4.1.1.1. The Contractor shall provide the PPOC their certifications for review as part of any submissions for review.

4.1.1.2. All instructors assigned to this requirement must at the request of the PPOC present an “Instructor” certification from the aforementioned sources.

4.1.2. The Contractor and their instructor employees/representatives shall ensure to have a minimum of 10 years of qualified Instructor certification, experience, and proficiency, up to include serving as adjunct instructor at a Law Enforcement Training Center. (Subject to Verification by the PPOC or designee)

4.1.3. All training programs under this requirement must be reviewed and vetted by Agency Subject Matter Experts (SME) prior to award.

4.1.3.1. For the purposes of this process the local SME shall be a designee within VA Police Training Operations or other Supervisory Staff with expertise in VA Policies and Active Threat Response programs and training.

5. SCOPE: VA Greater Los Angeles is seeking an active threat response training program designed for VA personnel which includes live practical exercises and/or assessments. It needs to provide clinical and non-clinical staff with Active Threat survival options and protocols to sound the alarm, communicate with police along with other response techniques and the skills necessary to aid in the recovery and restoration of the Veterans Affairs mission. The training needs to include elements of the NIMS/ICS mass casualty incident program to aid in planning, preparing and prevention to better respond to Mass Casualty Incidents (MCIs) and mitigate the further loss of life, expediting the recovery process. This course (S-ATR) is unique due to the nature of government agencies like VA, relying on strict compliance with agency policies and procedures, any deviation must be approved by the PPOC or designee. This course is psychologically demanding and provides attendees with specific tools to prepare them for and the prevention of active threat events.
