About this file
This is a contractor inquiries amendment document (SF 30) issued by the Department of Veterans Affairs, Network Contracting 22, in response to vendor questions regarding RFQ 36C26226Q0851 for backflow prevention assembly testing services at the Sepulveda VA Medical Center in the Greater Los Angeles VA Healthcare System. The amendment, effective June 1, 2026, addresses two key contractor inquiries regarding facility access and fire suppression system coordination procedures.
The amendment clarifies that VA will provide contractor personnel with escorted access throughout the facility during backflow device testing performance, with coordination through the VA Program Point of Contact after badging requirements are completed. For backflow devices connected to fire suppression systems, the VA facility will handle all temporary fire alarm test mode and shutdown procedures; contractors must coordinate directly with the VA facility program point of contact as they transition between testing locations to notify appropriate personnel. This is a firm fixed-price procurement set aside for 100% Service-Disabled Veteran Owned Small Business (SDVOSB) entities, with the NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) and FSC/PSC J045. The requirement involves certified annual testing of 33 campus-wide backflow prevention assemblies to ensure potable water system protection and regulatory compliance.
