About this file

This is a Vendor Questions and Answers document for VA Solicitation 36C26226Q0606, an LED lighting replacement project for Parking Lot P1 at the LA ACC Medical Center located at 351 East Temple Street, Los Angeles, California 90012. The solicitation is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside with Firm Fixed Price contract terms, a 180-day period of performance, and NAICS code 335139 (Electric Lamp Bulb and Other Lighting Equipment Manufacturing).

The project scope encompasses a complete LED Type-B lighting fixture replacement for a two-level parking structure serving the VA Greater Los Angeles Healthcare System. Key requirements include fixtures with selectable lumens (8000L/10000L/12000L), selectable color correlated temperature (3500K/4000K/5000K), and UL/DLC approval, with BAA and TAA compliance mandatory. Wall-mounted entrance ramp fixtures must provide 2000 lumens at 5000K. Emergency backup is not required as some existing fixtures already have emergency circuitry; motion sensors are not required; and contractors may replace existing 8-foot fixtures with new 8-foot LED equivalents rather than downsizing to 4-foot units. The project covers only the P1 parking lot and entrance ramp from the guard shack and excludes stairwell step lights. Payment shall be monthly in arrears per FAR 52.212-4, electrical plans will be provided post-award, and a designated staging area for removal and storage will be provided by the VA. The job walk occurred April 29, 2026, and vendor questions had a deadline of May 6, 2026.
