Key requirements include continuous post coverage without unattended periods, foot patrol operations (no vehicles required), manual patrol logs, Daily Activity Reports for non-La Jolla locations, and PIV/USAccess cards for CBOC personnel. The contractor must self-perform all work with no subcontracting permitted, provide adequate supervision with verbal follow-ups to the Contracting Officer's Representative within VA Police - San Diego, and account for break coverage through internal staffing solutions. All other terms and conditions of the solicitation remain unchanged.

CONTINUATION PAGE

Please provide clarification on the following items:

1. Please confirm the required number of security officers per shift and whether multiple posts must be staffed simultaneously.

Requested hours per location are clearly stated on solicitation, specifically in section B.2

Price/Cost Schedule. If a specific location has multiple item numbers, then yes multiple posts will need to be staffed simultaneously.

2. Please clarify the required frequency of patrols during each shift, such as hourly, every two hours, random patrols, or another required interval.

Frequency of patrol(s) will be clearly stated in Post Orders established for specific locations upon contract award. For transparency, non-La Jolla locations have a higher frequency of necessary patrol(s) versus the La Jolla location which is more static post necessitated.

3. Is a contractor-furnished patrol vehicle required under this contract? If so, is the vehicle required throughout the entire shift or only during designated patrol periods?

No.

4. Are officers expected to conduct foot patrols, vehicle patrols, or a combination of both?

See answer to #3; as such foot patrol(s) is the default answer.

5. What has been the historical staffing level under the incumbent contract, including the number of guards assigned per shift and whether patrol vehicles were utilized?

Unfortunately, the incumbent contract [with incumbent prime contractor] should not be a model on which a future or proposed staffing level is based for a replacement contract.

However, it can said that a prior awarded contractor, prior to the incumbent, was successful in navigating sufficient and adequate staffing levels based on the requisite hours for each location, if greater than 8-hours, and factoring any necessary overtime into their company rate to cover overhead, since the Government is not including a contract line item for any overtime. Based on already supplied answers to #3 & # 4, a patrol vehicle will not be utilized.

6. Are military funeral honors, ceremonial events, and other special events included within the fixed-price scope of work, or would these be considered additional services?

None of the services posed in this specific question (i.e., funeral honors or ceremonial events) will need to be performed by contract security guards under an awarded contract. Additionally, if any special event involvement is required of any posted guard(s) at a specific location the involvement will directly coincide with an already specifically outlined duty noted in the section D.1 Statement of Work (SOW) from which any specific locations’ post orders are derived.

7. Is a dedicated onsite supervisor required during operating hours, or is offsite supervisory oversight acceptable?

Solicitation section B.2 Price/Cost Schedule item number 0012 clearly establishes hours for a Full Time Security Guard Supervisor. Additionally, Section D.1 Statement of Work

(SOW) subsection 6.2 In-Field Supervisor further elaborates the expectation for a supervisor who is actually in-the-field, which is synonymous with onsite. As such, offsite supervisory oversight is unacceptable.

8. Is an electronic guard tour/GPS checkpoint system required, or are manual patrol logs acceptable?

Manual patrol logs are acceptable.

9. Please clarify the required reporting deliverables, including Daily Activity Reports, Incident Reports, and required submission timelines.

Daily Activity Reports can be provided real-time by those with proper VA NT account privileges afforded by an issued PIV/USAccess card. If a guard posted at a location other than La Jolla does not have a functional PIV/USAccess card then a Daily Activity

Report can be completed within 1-business day by an alternate, which would be otherwise saved and/or updated real-time on the requisite VA internal Shared (‘S’) Drive each guard issued a PIV/USAccess card is granted access to.

10. Will post orders be made available prior to award, or will they be provided during the post-award/pre-performance conference?

As already answered in #2, Post Orders will be available post contract award.

11. If a patrol vehicle is required, are there any specific requirements regarding markings, equipment, age, condition, or vehicle specifications?

As already answered in questions #3 & #4 a patrol vehicle(s) is not required per contract, nor has a vehicle been listed anywhere in the current solicitation.

12. If only one officer is assigned to a shift, what are the Government’s expectations regarding meal and rest break coverage?

The expectation is clearly stated in section D.1 Statement of Work (SOW) section 3.0

Scope, “Coverage must be continuous through each location’s established hours.

Security posts may not be left unattended for any reason, including breaks, unless the guard is properly relieved.”

13. Please confirm the minimum insurance requirements applicable to this contract.

Please see C.6 especially part d.

14. The SF-1449 indicates an offer due time of 4:00 PM PT, while the Instructions to

Offerors reference 5:00 PM PST. Please confirm the official proposal submission deadline.

The SF1449 offer due time is 3pm MST as stated in the instructions to offers reference.

15. Based upon the Staffing & Locations & Number it calls for La Jolla main Hospital, it calls for a total of (11) guards which, (7 Guards) from 0530 - 2pm and (4 Guards) from 0730 -

1600. The questions is how many guards are for the hospital slotted for inside the

Hospital and how many guards are slotted for Parking Lot / Directing Traffic? What are the times for the respected locations for Hospital Guards & Traffic Control Guard?

All eleven (11) security guard posts for La Jolla are exterior, meaning outdoors and in the elements. In other words, none of the eleven (11) posts will be “inside the hospital.”

Additionally, not all of the section D.1 Statement of Work (SOW) subsection 5.3

Functions & Responsibilities are carried out at the La Jolla location with regularity;

however, may apply at some point during a contractual period.

16. Supervisor based upon the SOW you have a Site Supervisor for the Hospital. However, it also states In-Field Supervisor which appears for the other sites CBOC's & Clinics. Is this correct? Is the In-Sight Supervisor a Roving Supervisor for all the sites?

SOW Item Number 0012, further described in Section D.1 Statement of Work (SOW) subsection 6.2 In-Field Supervisor, are one in the same. The Full Time Security Guard

Supervisor (Guard II), aka In-Field Supervisor, was officed out of the La Jolla location at one time yet expected to be a roving supervisor for all locations (La Jolla & CBOC’s).

However, due to spacing allocation limitations the overall supervisor has been officed out of the Aspire Center location instead of La Jolla. But the roving expectation remains the same regardless of what location the supervisor is officed out of.

17. Is there a separate CLIN / Line Item for the In-Field Supervisor or is that built into our cost for the operation?

See #16, the in-field supervisor & Item Number 0012 Full Time Security Guard

Supervisor (Guard II) are one in the same.

18. Can you confirm if the CBOC's / Clinics / Aspire Center / La Jolla stationary post are your requiring DAR - Daily Activity Reports?

The La Jolla location is the only location that does not require a Daily Activity Report, as mentioned in answer to #9 is saved in a Shared (‘S’) network drive by all other CBOC locations with access afforded via issued PIV/USAccess card.

19. Traffic Control - Is hand held Stop / Go signs require? Is whistle required?

No, neither a Stop/Go sign nor whistle are required.

20. Is a Vehicle required for the In-Field Supervisor? If so, is there an additional CLIN / Line

Item for Cost for fuel? If a vehicle is required, we will need to account for the fuel / service in our rate, can you please advise for correct pricing/cost.

The manner and medium or mode in which the In-Field Supervisor conducts roving supervision is up to the company to decide. No additional Contract Item Line Number

(CLIN) will be allocated.

21. Initial Start Up Requirements: Based upon the size of the contract, staffing, and operations. Can the government provide at least 15 days of notification for Award of

Contract, so that the new contractor with has the opportunity to make a smooth transition with processing employees, training, and transition with the Incumbent Guards & New

Hires for the Start Up. Additionally, the new contractor will need time to acquire uniform sizes for transition?

Yes. The successful contractor will know in advance. You will follow the Statement of

Work says when it comes to employee handbooks, uniforms and badging.

22. Will the VA Police provide radios for the supervisors / traffic control / and In-Field

Supervisor or is the Contractor responsible to provide radios? Our agency does have two-way radios if it is required.

Radios are currently provided for communication between La Jolla security guards & VA

Police Operations (dispatch) La Jolla. Radios are also provided for communication between certain CBOC locations and VA Police Operations – La Jolla; however, not every CBOC location has a radio nor is there a current need for one. Should that change a radio will be provided for that specific location. Government land-line communication(s), which rolls over to a Government provided cell phone for each CBOC location when unanswered, is sufficient at locations where no radio is present. In-Field supervisor will need to communicate via cell phone if not at a location with an assigned

Government radio or Government cell phone, both of which remain onsite at the specified & assigned location when guard assigned to that location is not on duty on-location.

23. Will the VA Police provide hand held counting device or will the contractor be providing counting device for parking log information and traffic?

VA Police currently afford a diagram (map) along with specifically delineated and/or allocated areas of the multiple specific assigned parking sections in order for a security guard(s) to conduct an accurate 1-time census 1-time per week. Numbers are then supplied on a specifically columned sheet for submission. VA Police do not supply a medium with which to physically count, such as a hand-held counting device. If there is a preferred device, the contractor will be responsible for supplying it.

24. Training - Our agency provides On-Boarding Training of All Guards with MOAB -

Managing of Aggressive Behavior, Active Shooter, CPR & First-Aid. My question is the

VA Police / CO requiring copies of the training certificates and to include copies of all

Guards - B.S.I.S. Guard Cards for verification or requirements.

A copy of training certificates for each security guard will not need to be supplied nor will copies of a guard card. It is the responsibility of the contract company to retain and/or maintain any training files or state guard card licensure. If any guard card license or training issues arise VA Police may further inquire, as necessary, regarding training or certification(s).

25. Are PIV Cards required for Guards at the Hospital / CBOC's / Aspire Center?

PIV/USAccess cards will be required for guards working at locations other than the La

Jolla location as it serves as both a way to log into the VA IT/NT network as well as access control for the off-site CBOC locations which are a more “hardened” location physical security-wise.

26. Maintaining Regular communication with the COR, confirming this is the VA Police

COR? Our agency has weekly contract with COR staff, what are regular / frequencies of communication required? Our agency also provides Nightly Phone Calls with Hourly

Checks for 24 hours post, such as the Aspire Center 24/7. Does the COR require the weekly or daily logs for our Command Center / Nightly Phone Check -In's

The COR and alternate COR will be within VA Police – San Diego. Regular communication(s) can be via either email or phone (or both). The COR will not require internal contractor check-in log copies; however, if a significant event occurs an inquiry into such check-in log may be requested for aid in an after-action review of the significant event.

27. SOW calls for adequate supervision - Our agency has several levels of Quality Control

Monitoring with our Executive Staff & Regional Supervisors that provide regular Spot

Checks / Quality Control Monitoring, is there any special requirements for Supervision with reports or is it is verbal follow-ups with the COR / VA Police?

Verbal follow-up will be sufficient in most cases.

28. Breaks for CBOC's / Clinics who are providing the break coverage for CBOC's / Clinics is this the In-Field Supervisor or are the VA Staff / Police providing break coverage? Or is a built in Rover required for Breaks

As already answered in question # 12, the expectation is clearly stated in section D.1

Statement of Work (SOW) section 3.0 Scope, “Coverage must be continuous through each location’s established hours. Security posts may not be left unattended for any reason, including breaks, unless the guard is properly relieved.” It is up to the contractor to achieve the required and requisite complete uninterrupted coverage for each location, if other than La Jolla where there may only be one (1) guard on duty, consistent with established contractual SOW line items. VA staff and/or VA Police staff shall not provide break coverage for contract staff. If a break (e.g. 15-min break &/or 30-min lunch break) is unable to be afforded through proper relief (i.e. a built in rover) it is the responsibility of the contractor to compensate the security guard, likely through forethought properly built into unit price as overtime will not be a line item number of the awarded contract.

29. Is the Contractor required to put up the Flags at the Hospital / CBOC's / Clinics?

No.

30. Customer Service 5.3 -17 states SO/Guards are required to provide or render courteous assistance to employess, staff, patients and visitors. Confirm the Contractor Guards are not pushing wheelchairs for patients, this has been on other contracts not permitted for liability reasons. Confirm guards are allowed or not allow to escort / push wheelchair patients.

“Pushing wheelchairs for patients” is not a function and responsibility noted in the

Statement of Work (SOW).

31. A teaming arrangement with a licensed security vendor;

Solicitation Section E – Solicitation Provisions, Quote Submittal Requirements

Subsection 2. Experience Factor 2 clearly states, “A subcontractor is not permitted.” A solicitation submittal wherein a contractor describes a “teaming arrangement with a license security vendor” will be evaluated as a contractor attempting to subcontract which will not be permitted.

32. Use of a licensed security subcontractor for guard staffing or supervision;

solicitation submittal wherein a contractor describes “use of a licensed security subcontractor for guard staffing or supervision” will be evaluated as a contractor attempting to subcontract which will not be permitted.

33. Use of a licensed vendor only for support functions, while the SDVOSB prime self-performs the required guard services.

solicitation submittal wherein a contractor describes “use of a licensed vendor for support functions, while SDVOSB prime self-performs the required guard services” will be evaluated as a contractor attempting to subcontract which will not be permitted.

34. If such an arrangement is allowed, please advise what documentation should be included with the quote, such as a teaming agreement, subcontractor license, letter of commitment, insurance certificate, or relevant past performance information.

Refer to question 31, 32 & 33 for answer to any & all subcontracting arrangement(s), which are not permitted.

Thank you for your guidance. We want to ensure our quote is fully compliant with the solicitation requirements.
