About this file

This is Amendment One to Solicitation 36C26226Q0434, issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 (NCO 22 - Mesa Annex) on April 1, 2026, responding to vendor questions regarding the Stormwater Compliance Management Service requirement. The amendment extends the question submission deadline to April 6, 2026, at 1:00 PM MST and the offer submission deadline to April 9, 2026, at 1:00 PM MST. All offers must be submitted via email to Felicia Simpson, Contract Specialist at Felicia.Simpson@va.gov.

The amendment clarifies four key points from vendor inquiries: (1) cost proposals for base stormwater compliance services (line items 0001, 1001, 2001, 3001, and 4001) must include costs for option years; (2) contingent scope costs for TMDL monitoring should be included in estimates despite future bilateral modification, as the 2013 Small MS4 Permit reissuance makes this foreseeable; (3) Miscellaneous/Emergency line items (0002, 1002, 2002, 3002, and 4002) are included in all VA solicitations but not necessarily indicative of guaranteed funding; and (4) technical proposals must include a response to contingent TMDL monitoring requirements, which will become active upon implementation of Section G4.9.1 of the California State Water Resources Control Board's Phase II Small MS4 General Permit (informal draft dated July 2024). All offerors must submit complete documentation from Section E and acknowledge all amendments; failure to do so will result in non-acceptance of the offer.

Questions 36C26226Q434_2, Stormwater Compliance Management Service

1. The scope of work has the base stormwater compliance services, which will be items 0001, 1001, 2001, 3001, and 4001 in the cost proposal. Can you please confirm that only the cost for the base stormwater compliance services should be included in these cost line items?

ANSWER: No, you must provide cost for the option years as well.

1. There is also a contingent scope of work for TMDL monitoring. But it states that it will be memorialized in a bilateral modification to the contract. So, I believe that no cost for the contingent TMDL monitoring needs to be submitted at this time. Can you please confirm that no costs for the contingent TMDL scope of work need to be submitted at this time?

ANSWER: The 2013 Small MS4 Permit is being reissued. An informal draft is available for review. See the Small MS4 Reissuance Page for details. Since the contingency scope is likely to be needed and originates from presently known and existing conditions, the effects of which are foreseeable within reasonable limits of accuracy, it should be included in the estimates of future costs so as to provide the best estimate of performance cost.

1. In the cost proposal, there are Miscellaneous / Emergency line items. Items 0002, 1002, 2002, 3002, and 4002. However, I do not see direction in the scope of work as to what might be included in these line items. Can you please clarify what scope should be included in the Miscellaneous / Emergency items? Or if a set amount of funds (e.g. $10,000/year) be included in these line items?

ANSWER: We put this CLIN in all our solicitations, not necessarily meaning there will be an emergency.

1. In the technical proposal, does VASDHCS want a technical approach / response to the contingent TMDL monitoring, or just to acknowledge and accept it may be required?

ANSWER: Yes, it should be included. The requirements will become active upon implementation of Section G4.9.1 of the California State Water Resources Control Board’s Phase II Small MS4 General Permit as outlined in the informal draft dated July 2024.
