About this file
This is a Combined Vendor Questions & Answers document for solicitation 36C26226Q0343, a total Service Disabled Veteran-owned Small Business (SDVOSB) set-aside contract. Proposals are due April 27, 2026, at Pacific Daylight Time, with work performed in Pacific Time at the Long Beach VA Healthcare System. The Government intends to award a single contract to one qualified vendor covering all eight labor categories without partial or selected positions permitted. All labor categories must be staffed at contract start with no phased or partial staffing options. The contract is firm, fixed-priced with no price adjustments after award, and all positions are subject to Service Contract Labor Standards wage determinations for Los Angeles County. Insurance must be provided at award, preferably at proposal submission time. Offerors must submit resumes and qualification statements for each employee who will perform work, with the number of personnel per position determined by each offeror based on hours-based requirements (ranging from 4,160 to 6,240 hours annually depending on position). All work is on-site with no telework authorized, and Government approval is required before replacement personnel may begin work, with a 30-calendar-day maximum vacancy period beginning from the last day worked by the departing employee.
The eight labor categories include Interior Designers, Junior Interior Designers, Interior Design Assistants, General Engineers, Program Analysts, Maintenance Management Specialists, and Health Facility Specialists. The Government will provide office space, desks, computers, network access, and required VA software; contractors must provide standard personal protective equipment (hard hat, safety vest, steel-toe boots). Background investigations are required prior to full access, with processing typically taking 3-5 weeks; limited work may begin pending clearance on a case-by-case basis. Standard work schedule is Monday through Friday, 8:00 AM to 4:30 PM, with alternate schedules reviewed case-by-case and overtime pre-approved by the Contracting Officer Representative. Overtime rates should be proposed on an hourly basis despite zero-quantity CLINs. The evaluation will be based on Price with Special Standards of Responsibility and the Government's best interest, rather than Lowest Price Technically Acceptable or Best Value Tradeoff methodologies. No guaranteed minimums exist for labor hours, and 50% limitations on subcontracting apply to both labor and direct costs.
