About this file
This is an Amendment to Solicitation (Standard Form 30) for solicitation 36C26226Q0300 issued by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 22, through the Office of Acquisition, Logistics, and Construction Network Contracting Office in Long Beach, California. The amendment, effective January 27, 2026, extends the response deadline to February 3, 2026 at 10:00 PST and revises contract line items (CLINs) for testing, inspection, and certification services at VA Loma Linda Healthcare System. The amendment also provides answers to contractor questions submitted during the solicitation period.
The three CLINs include: (1) Bi-Annual Inspection/Certification & Testing for 59 fume hood units at two cycles per year with a quantity of 2 EA; (2) Monthly Viable Surface & Air Sampling for 20 pharmacy compounding area locations over 12 months with a quantity of 12 MO; and (3) Over and Above Repairs as an annual contingency with a $0.00 unit price. Key clarifications from the Q&A include that not all fume hoods have alarm monitors requiring calibration, HEPA filters require hazardous material handling and disposal, certification is scheduled for end of February and end of August with all 59 units performed during the same trip, and particle counting is required for the compounding suite including HD buffer, clean buffer, ante-room, and storage areas. The solicitation is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 541380 Testing Laboratories, with a small business size standard of $19.0 million.

Question (Q) and Answer (A):
Q. All LEC units are not matching up with the unit type.
A. The equipment in 4C22B is a fume hood.
Q. Are all fume hoods equipped with alarm monitors that need to be calibrated at each certification?
A. Not all hoods equipped with monitors needing calibration.
Q. For the Buffer, Ante Spaces, and Pharm CERs, please provide the following:
A. There are 1ea HEPA filter in the HD buffer, and the clean buffer, 2 HEPA in the ante room.
The locations for surface testing are stated in the matrix of 20 locations.
Q. What type of Hazmat disposal do you want us to perform?
A. Any hood/BSC HEPA filters thar are replaced shall be treated as hazardous and handled appropriately.
The monthly testing is strictly in the pharmacy compounding area and is surface testing only.
The twice-yearly hood certification includes all hoods (research and pharmacy) and the compounding suite certifications, including surface and air samples.
Q. Is it possible to specify what is specifically meant by “hazmat handling” and “hazmat disposal”:
A. This means exactly what is stated. Contractor must have knowledge of and follow procedures to properly secure, transport, and dispose of any hazardous materials from the site to include contaminated equipment and HEPA filters.
Any hood/BSC HEPA filters thar are replaced shall be treated as hazardous and handled appropriately.
Q. The monthly testing is strictly in the pharmacy compounding area and is surface testing only.
A. The twice-yearly hood certification includes all hoods (research and pharmacy) and the compounding suite certifications, including surface and air samples.
Q. Can you confirm a timeline for when each respective service will be needed during the year? Also, would the expectation be to perform all work during normal business hours or would after hours/weekends/holidays be expected?
· Example would be, for the 59 units of equipment done 2x per year, would all 59 pieces of equipment be done during the same trip/month?
A. Certification for the (59) Fume hoods are bi-annual, due at around the end of February and the end of August. They are all due around the same time and are expected to be conducted the same trip.
Q. If needed, could a walkthrough occur?
A. A job walk is available upon request.
Q. Pricing Schedule: are Item’s 1001 and 1002 duplicated for any reason?
A. Yes, 1001 and 1002 are listed twice/duplicate
Q. For viable sampling, to confirm, the SOW is for a total of 10 air and 10 surface samples to be performed monthly for 12 months? What is meant by the below locations:
A. The locations that are identified on the chart are the exact locations where surface testing is needed, a total of (20) samples. Those exact locations can be identified during a job walk.
Q. Is there a possibility to get an extension on this:
A. Timing is critical and the service is needed ASAP.
Q. Can you let me know which units / room areas require particle counting?
A. It is for the compounding suite, including HD buffer, clean buffer, ante-room, HD and clean storage.
