About this file

This is Amendment 0001 to RFQ 36C26226Q0285 for Registered Respiratory Therapist Staffing Services at the VA Greater Los Angeles Healthcare System. The amendment extends the offer due date to February 25, 2026, at 10:00 AM PST and provides answers to 22 questions submitted by potential offerors. Key amendments include: correcting SF Form 1449 Box 10 to designate the requirement as 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside; correcting Box 14 to specify RFQ as the method of procurement; removing the Wage Determination section (as these are non-Service Contract Act covered positions); clarifying work days in the Statement of Work; and removing the requirement to submit FAR 52.212-3 certifications. The contracting officer is Haig Altunian at the Department of Veterans Affairs Network Contracting Office in Long Beach, California.

The solicitation is a recompete of current contract 36F79719D0122/36C26225F0473 held by EGA Associates LLC. The contractor shall provide up to four full-time positions: two Registered Respiratory Therapists (RRT) and two RRT Polysomnographers, working 8-hour shifts (either 8:00 AM–4:30 PM or 8:00 PM–4:30 AM) for a total of 8,320 hours. The contractor may credential more than four RRTs to ensure coverage. No overtime, holidays, or specialized equipment are required to be provided by the contractor. Drug testing costs are not reimbursable. Evaluation will be based on demonstrated experience using the Reference Contract Worksheet; candidate resumes and certifications are not required or evaluated. The requirement will not be included in a future IDIQ vehicle, and the contracting officer expects to receive offers from at least two qualified SDVOSB firms.

Questions and Answers

The following are answers to questions received in response to RFQ 36C26226Q0285 for Registered Respiratory Therapist Staffing Services for the VA Greater Los Angeles Healthcare System (VAGLAHS).

1. Can you please confirm whether this is a new requirement or a recompete of an existing or previous contract?

Answer: This is a recompete of a current contract.

2. Is there a current or recent incumbent contractor for these services?

Please provide the contractor name, contract number, period of performance, and total contract value?

Answer: The Government will only provide the current contract number and contractor name at this time. Contract Number: 36F79719D0122 36C26225F0473 Contractor Name: EGA ASSOCIATES LLC

3. If there is a current incumbent, are all positions currently filled?

Answer: The Government will only provide the current contract number and contractor name at this time.

4. Please confirm if this is a SDVOSB set aside?

Answer: This requirement is 100% set aside for SDVOSB. SF-1449 Box 10 has been revised.

5. Please confirm the estimated number of RRT personnel required.

Answer: The contractor shall provide up to two (2) full time experienced and qualified Registered Respiratory Therapists (RRT) AND two (2) full time experienced and qualified Registered Respiratory Therapist ALSO WITH the qualifications of a Polysomnographer (RRT Polysomnographer).

7. Can the government clarify the Personnel/Staffing levels it is seeking?

In Section B.2 Price/Cost Schedule of the solicitation, the quantity displays 1 and the unit is HR.

Answer: Section B.2 is to specify the hourly price for each period of performance. Please use attachment D.2 Price Worksheet to provide total estimated pricing which is for up to four (4) total full-time positions - 8320 hours.

8. Is the Government considering this requirement for inclusion in a future IDIQ or long-term medical staffing vehicle?

Answer: No. The Government is not considering this requirement for inclusion in a future IDIQ or long-term medical staffing vehicle.

9. Would successful performance under this contract potentially support future sole-source or streamlined acquisitions under FAR 19.14 for SDVOSB firms?

Answer: The contracting officer has a reasonable expectation that offers will be received from two or more SDVOSB for this requirement and a sole source will not be considered. Successful performance under a contract could demonstrate satisfactory experience and support a future sole source if applicable under FAR 19.14.

10. Is there a specific time frame (e.g., within the last 3 or 5 years) for when the reference contracts must have been performed to be considered relevant?

Answer: There is no specific time frame for when the reference contracts have been performed to be considered relevant. However, more recent demonstrated experience would be considered to be more significant due to the changing labor market conditions.

11. Will contracts for similar, but not identical, healthcare staffing services be considered relevant, or must they specifically be for RRT and/or RRT with Polysomnographer services?

Answer: Reference contracts do not need to be specifically for RRT and/or RRT with Polysomnographer services. However, similar or identically demonstrated experience would be considered to be better.

12. If an offeror is new to federal contracting or has no directly relevant contracts, will they receive a “neutral” rating, or will this negatively impact their evaluation?

Answer: An offeror will be rated according to their submitted experience. Demonstrated experience with federal contracting and contracts more related to this requirement will be rated higher than experience that is unrelated to this requirement.

13. If an offeror submits fewer than three reference contracts, will this impact their evaluation?

Answer: Submission of the maximum number of reference contracts can demonstrate more experience than fewer submitted reference contracts.

14. Can the Government clarify the applicable minimum wage rates for these labor categories, or confirm which specific classifications and rates from the Wage Determination should be used in preparing our pricing?

Answer: These services are not SCA covered positions. Attachment D.3 Wage Determination is removed from the solicitation.

15. Are offerors required to submit candidate resumes and certifications as part of their proposal?

Answer: Offerors are not required to submit candidate resumes and certification as part of their offer nor will they be evaluated.

16. Does this need to be priced under an existing Federal Supply Schedule?

Answer: Quotations do not need to be priced under an existing Federal Supply Schedule.

17. Regarding Evaluation criteria, how will the government rate a proposal that submits all fully qualified candidate profiles?

Answer: Evaluation will be based upon demonstrated experience provided on Attachment D.1 Reference Contract Worksheet only. Any submitted candidate profiles will not be considered.

18. Could you please clarify what is required under the product samples section?

Answer: Products samples are not required for this requirement.

19. We'd like to ask assistance on where to get this specific requirement on paragraph h. vii. Completed FAR 52.212-3 – Offeror Representations and Certifications—Commercial Products and Commercial Services (NOV 2023)

Answer: Subparagraph h.vii has been removed from the solicitation. FAR 52.212-3 is not required to be submitted with offer submissions.

20. Are vendors responsible for providing any specialized equipment?

Answer: The contractor is not required to provide any specialized equipment.

21. Is the contractor responsible for paying for the random drug testing? If so are costs reimbursable to the contractor?
