About this file

This is an Amendment to a Previous Combined Solicitation addressing questions and clarifications regarding the VA Outdoor Digital Communication Signs Installation procurement. The Southern Arizona VA Healthcare System is seeking installation services for outdoor digital communication signs at its facility located at 3601 South 6th Avenue, Tucson, Arizona 85723. The solicitation is set-aside 100% for Service-Disabled Veteran-Owned Small Business (SDVOSBC) concerns under NAICS code 339950 with a small business size standard of 500 employees. The response deadline is June 3, 2026 at 10:00 AM Pacific Time, with a period of performance from June 15, 2026 through June 14, 2027.

The amendment clarifies critical project specifications through a questions-and-answers format. The existing digital signs are WatchFire W19i-F8 Adaptive A Series units, with two cabinets to be reused and one completely new cabinet required at the Corner of Ajo/6th Avenue. All LED modules, control hardware, and software must be replaced while retaining the existing structural housings; the contractor must supply new stainless steel hardware, OPx software licensing, and perform programming and content setup. Additional requirements include remote connectivity and network configuration, onsite training for VA staff, electrical work beyond reconnecting to existing power, 48-hour burn-in testing with no glitches or power disruptions, one-year warranty coverage, and compliance with FIPS 140-2 cybersecurity standards for OPx software installation. Lift equipment, traffic control, and lane closures are anticipated at gate locations. The VA will not provide as-built drawings, shop drawings, wiring diagrams, or maintenance records due to security policies but will provide photographs of existing conditions.
