About this file
This document is a Single Source Justification for a federal contract award under FAR 13.106-1, submitted by the Department of Veterans Affairs, VISN 22 Greater Los Angeles VA Healthcare System.
The contracting activity seeks to procure a hybrid educational training course valued at $155,300.00 that combines online cognitive modules with hands-on psychomotor skills training in simulation and cadaver laboratory settings. The course is designed for a national audience of VA physicians, advanced practice providers, and pain management specialists. UCLA Emergency Medicine Department has been identified as the sole source based on its state-of-the-art facilities and staff capability to implement the training. Market research was conducted via SAM.gov and direct outreach to UCLA, Mount Sinai School of Medicine (MSSM), and University of Wisconsin-Madison to establish industry rates for FY26, confirm training capacity for the required number of VA clinicians, and obtain official quotes. UCLA was determined to be the only vendor capable of meeting all deliverables. The justification was digitally signed by Contracting Officer David Odne on June 23, 2026, with the acquisition plan action ID 36C262-26-AP-6881. The acquisition is for supplies and services exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.
