About this file

This is a Single Source Justification document for a simplified acquisition by the Department of Veterans Affairs, VISN 22, at Loma Linda Medical Center.

The contracting activity seeks to procure HEYEX 2 ophthalmology patient data management software and related services with an estimated contract value of $27,611.00 under purchase request 605-26-2-077-0076. The acquisition includes HEYEX 2 Extended Image Management Backend (Professional), Data Migration Service, Project Management (6 hours), Software Protector USB, Go-Live Support On-site (4 hours), and two HP Z2G9 Tower computers with 64GB RAM and Windows 11. The system will be utilized for ophthalmology patient data management in conjunction with the existing Spectralis OCT imaging system. The justification for single source procurement is based on the proprietary nature of the Heidelberg Engineering platform; the current HEYEX version is end-of-life and no longer receives cybersecurity updates, necessitating an upgrade to HEYEX 2, which is the only compatible data management system available for the Spectralis OCT equipment. Market research confirmed that Heidelberg Engineering, Inc. and its authorized distributor L1 Enterprises are the exclusive sources for this equipment and service in the United States. The Contracting Officer, Anette Doan, certified the purchase on March 23, 2026, as compliant with FAR 13.106-1(b) and recommends a sole source award to verified service-disabled veteran-owned small businesses in accordance with VAAR 819.7008 and FAR Part 13.

2. Brief Description of Supplies/ Services required and the intended use/Estimated

Amount:

HEYEX 2 Extended Image Management Backend (Professional) (x1 ea.) HEYEX 2 Data Migration Service (x1 ea.) HEYEX 2 Project Management (hourly) (x6 ea.) Software Protector - USB (x1 ea.) HEYEX 2 Go-Live Support On-site (4 hours)(per HEI personnel) (x1 ea.) Computer, HP Z2G9 Tower 64GB, Windows 11 (x1 ea.) Computer, HP Z2G9 Tower 64GB, Windows 11, Fire Wire (x1 ea.). System will be utilized for ophthalmology patient data management in conjunction with the Spectralis OCT system.

Estimated amount: $27,611.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

VA Loma Linda utilizes Spectralis OCT for ophthalmic imaging throughout its network.

This proprietary Heidelberg Engineering platform is exclusively compatible with Heidelberg’s own Heyex ophthalmologic data management software for diagnostics, reports, and maps. The current version of Heyex in place at VA Loma Linda is end-of-life per the vendor and can no longer receive updates to its servers and PCs, compromising the systems compliance with VA cybersecurity standards. The purpose of this contract is to upgrade the Heyex system to Heyex 2, allowing the decommissioning of all non-compliant components without preventing clinical needs to be met as well as providing the latest technology.

The Spectralis OCT system is not compatible with any other patient data management system and per the vendor, “Heidelberg Engineering, Inc., its wholly owned subsidiary, is the only source for this equipment and service in the United States. L1 Enterprises is the only authorized distributor of the Heidelberg Engineering products and services for U.S.

government accounts.”

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted to find other ophthalmology patient data management systems compatible with the Spectralis OCTs, but it was confirmed Heyex 2 is the only capable system. Also, it was confirmed no other vendor other than L1 Enterprises can provide the needed products and services.

Results of SBA Dynamic database query by applicable NAICS code 339115 identified 193 SDVOSB / VOSB vendors. Due to exclusive licensing agreements of proprietary software / technology, the contracting officer determined circumstances of contract action deem only one source reasonably available due exclusive licensing agreements of proprietary software / technology, urgency, time constraints, and no other supplies or services will meet agency need. CO recommends VAAR 819.7008 - sole source award to verified service-disabled veteran-owned small businesses IAW FAR Part 13.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-

1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief, and the price offered is determined to be fair and reasonable.
