RFQ 36C26225Q105 Questions and Answers

1. Can some of the required vans be driver-owned rather than entirely contractor-supplied fleet vehicles?

Answer: No, the contractor must have their own fleet of vehicles in order to ensure proper storage and transportation of sterile and contaminated instruments.

1. What is the required size/class of vans for this contract?

Answer: The size/class of vans must be a minimum of four mid-size cargo and one full-size cargo vans to ensure proper separation of sterile and contaminated surgical instruments.

1. Would minivans meet the requirements, or must the contractor provide full-size cargo vans with clean/contaminated partitions?

Answer: See above.

1. Will the VA provide specific route details (locations, mileage, estimated duration) for the Motor Vehicle Operators’ daily assignments, or will drivers be stationed at a single facility?

Answer: Yes, the specific route details are included in the Statement of Work (SOW).

5. Is there any requirement for drivers to handle or transport sensitive or medical materials (e.g., pharmaceuticals, specimens, records)? If so, are HIPAA or chain-of-custody procedures required?

Answer: Yes; HIPAA and Bloodborne Pathogens.

6. Is a standard Class-C driver’s license sufficient for all anticipated driving tasks, or are endorsements (e.g., passenger, hazardous materials) required for any of the six drivers?

Answer: Standard Class-C driver’s license is sufficient.

7. Are there any additional certifications (e.g., defensive driving, VA-specific trainings) required before start of performance?

Answer: None.

8. What is the primary duty station or facility where these drivers will report each day? Will drivers operate across multiple VA facilities in the Greater Los Angeles area?

Answer: The primary duty station or facility where these drivers will report to each day is at the West Los Angeles Medical Center Building 500, Room 0444 on the ground floor near the back dock.

9. Is this a first-time contract and if not, who is the current incumbent?

Answer: First time contract.

10. Will the Government require past performance examples specifically related to Class C driving services, or will broader federal logistics performance be acceptable?

Answer: Proof of a valid class C license issued by One of the fifty (50) States of the United States of America (Reference Combined Synopsis pg.6)

11. Will any special access be required (e.g., base access, gate/facility access)?

Answer: The contractor will be issued a VA badge, and the badge will grant them access to all sites.

12. The period of performance states "11/1/2025" with no end date listed. Is the government requesting a quote that includes option years? If so, how many?

Answer: This is a One-Year stand-one contract. Period of Performance is attempted to be 11/1/2025 – 10/31/26.

RFQ 36C26225Q1504 Extension The due date for this RFQ is hereby extended from 10/13/2025 NLT 1600 PST to 10/17/2025 NLT 1600 PST.
