About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract (Amendment 0003) issued by the Department of Veterans Affairs Network Contracting Office 22 for Request for Quote (RFQ) 36C26225Q1471_2. The amendment addresses three key questions from industry: (1) confirming this is a new solicitation requiring acknowledgment of all amendments, (2) clarifying an ambiguity in evaluation language by removing text about potentially rejecting offers and focusing on making award to the lowest-priced offer that meets minimum requirements, and (3) providing flexibility on quote submission page limits.
Specifically, the amendment removes language that suggested the government could reject all offers and clarifies that award will be made to the lowest-priced offer meeting minimum requirements. Regarding quote submissions, the government explicitly states that offerors are now allowed to submit more than the previously stated 15-page limit, recognizing that technical equipment like visual field perimeters may require more comprehensive documentation to demonstrate compliance with salient characteristics. The effective date of the amendment is 09-25-2025, and all other terms and conditions remain unchanged.

A. AMD 0003 of Solicitation 36C26225Q1472_2 provides answers to questions from industry as follows:
Q.1: Is this considered a new solicitation or do I need to acknowledge 36C26225Q1471
Amendment 0001?
A.1: RFQ 36C26225Q1471_2 is a new solicitation. All Amendments must be acknowledged.
Q.2: E1. 52.212-1 Instructions to Offerors - Commercial Products and Commercial
Services (page 22), Company submission paragraph states "The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.” (Underline added). E.5 52.212-2 Evaluation - Commercial Products and Commercial Services
(Page 28) includes "Award will be made to the offer that meets all minimum requirements and provides the lowest price.” (Underline added)
Please clarify this ambiguity.
A.2: The standardized language under 52.212-1 has been removed as an ambiguity.
Please follow E.5 52-212-2 Evaluation.
Q.3: E1. 52.212-1 Instructions to Offerors - Commercial Products and Commercial
Services (page 22). Submitting your quote section. It is unclear the format of the quote required. Our original intent was to submit the executed SF 1449 including all pages in the solicitation, responding to information and representations required, technical support for our “equal to” offering, and price schedule. The solicitation states "Quotes must be limited to no more than 15 (fifteen) pages (not to include pricing schedule).”
Please provide the format and elements of the solicitation response/quote required and/or expected.
In addition, in the Company submission paragraph of this section, it states "Submissions to this solicitation must show clear, compelling and convincing evidence that all “equal to items" meet all the salient characteristics.” (Underline added). A visual field perimeter is highly technical and sophisticated equipment. We believe a 15 page total limit on quote size does not provide a fair and reasonable opportunity to “show clear, compelling and convincing evidence that all “equal to items" meet all the salient characteristics” and provide space to provide other required information and representatons not including the pricing schedule. If you eliminated the sentence "Quotes must be limited to no more than 15 (fifteen) pages (not to include pricing schedule)” we will be able to provide you a complete and fully compliant proposal by the required deadline.
Please remove the sentence "Quotes must be limited to no more than 15 (fifteen) pages
(not to include pricing schedule)”.
A.3: Offerors are allowed to submit more than 15 pages.
B. All other terms and conditions remain unchanged.
