About this file

This document is a VA response to vendor questions for a Window Treatment and Covering Services solicitation (RFQ 36C26225Q1364) for the VA Greater Los Angeles Healthcare System. The solicitation is a small business set-aside for a firm fixed-price contract with a base year and 4 option years, using NAICS code 449122 with a small business size standard of $11.5 million.

The vendors are seeking clarification on two key points: (1) precise window count and measurements (noting average window size is approximately 44"x78" including a 4" cover/valance) and (2) specific details about hardware repair, with the VA indicating that shade repair typically involves repairing dislodged or locked chains in roller shades. The contract requires the contractor to verify the site, assess and measure existing window treatments, provide estimates, procure materials, transport, and install window coverings according to VA direction. Vendor questions were to be submitted by 2pm PST on Tuesday, August 19th, 2025, and responses must be submitted using the attached Enclosure 1 form with capabilities statement and certifications.

VA response to Vendor Questions

1. Can you please provide us a count and rough openings of the existing window treatments that you want us to quote for you? We see the quantity in SQ (is that square feet or square yards), but we really need a number count of the windows and their rough sizes.

Average window is about 44”x78” including a 4” cover/valance. In older building it varies. Pricing should be in square feet.

1. In the SOW, it says, "The contractor shall also repair any existing hardware to working conditions." Is there a way that an example of what types of hardware would need to be repaired could be provided? This would help me understand the nature of the work you asked for.

Shade Repair – Chain in roller usually is dislodge or locks. See photo for existing condition.
