About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the Department of Veterans Affairs Network Contracting Office 22, specifically for the VA Loma Linda Health Care System. The amendment (Amendment 0002) extends the solicitation through September 3, 2025, at 4:00 P.M. (PST) and replaces the Salient Characteristics section with detailed specifications for overhead lift motors and track recertification.
The solicitation requires replacement of end-of-life overhead lift motors and turntables, with strict requirements that only Arjo motors can be used on their proprietary rails. The detailed specifications include comprehensive technical requirements such as 600lb lift capacity, emergency lowering devices, battery performance standards, infection prevention features, and advanced control panel functions. Key technical specifications mandate compliance with safety codes, ISO standards, specific lifting speeds, battery performance, and sophisticated control panel displays with battery level indicators, malfunction warnings, and usage monitoring capabilities. The procurement is a single-source acquisition due to the proprietary nature of the existing rail system.

A. Section B.4 Salient Characteristics is hereby deleted in its entirety and replaced with the following:
Salient Characteristics
The VA Loma Linda Health Care System located in Loma Linda, CA, has identified a requirement for replacement of end-of-life overhead lift motors and turntables and recertification of currently installed overhead lift track. Additionally, no other manufacturer motor is acceptable to place on the Arjo proprietary rails currently installed, further justifying single sourcing.
1. Overhead Lifts shall meet all Underwriters Laboratory requirements, life safety codes, national electric codes, fire safety codes, and all other applicable federal, state, and local codes.
Appropriate documentation should be provided.
2. Overhead Lifts shall comply with ISO 10535 (Hoists for the transfer of disabled persons – Requirements and test methods).
3. The lift unit shall be constructed of a steel frame system driven by a gear reduced high torque motor.
4. Lift unit and all non-disposable accessories shall include proper cleaning instructions. All lift units must be wipe-down compatible with most widely used disinfecting agents
5. Overhead lifts must have a 600lb lift capacity, emergency lowering device with redundant manual lowering device, emergency stopping device/brake in case of mechanical failure, circuit overload protection to prevent damage if overloaded, safety device which prevents the motor from lifting if battery is low, strap length greater than 94”, electronic soft-stop and start motor control, easily removable motor assembly for part replacement in the rails, and quick disconnect spreader bar system.
6. The ceiling lift rail system must be recertified by the current vendor, which is currently Arjo, to extend the lifetime warranty on the rail system.
7. The new overhead motors must be able to operate with the current Arjo turntables, which will not operate with other vendors motors.
8. Batteries: the life cycle for batteries shall be in compliance with IEC 801-2.
a. The batteries shall be rechargeable with up to 110 transfers with a load of 200lbs and a minimum of 35 transfers with maximum rated loads
9. Must have Charger input/type: 100-240 VAC, 50/60 Hz, charging via charging station power pads.
10. Infection prevention MUST have:
a. Non-porous surfaces utilized throughout lift unit exterior
b. Plastic covered spreader bar
c. Silicon emergency stop cord for easy cleaning/disinfection and
d. Non-porous lift strap.
11. Must have a lifting speed minimum 2.0in/s with no load, minimum 1.3in/s with full 600lb capacity on lift.
12. The lift hand control must be attached to the lift in a way that allows it not to be lost.
13. Overhead lifts must NOT be combined with rails or hardware from different manufacturers.
14. Must have a 2-point spreader bar attaches via easy to connect latch and hook system
15. Must have emergency manual lowering capabilities
16. Must have a two-function hand control with ability to raise and lower spreader bar system.
17. Must have a two-function motor allowing for free lateral movement left and right on track without resistance.
18. Must have a control panel on lift motor with the following functions
a. Display with the following display symbols included but not limited to
i. Battery charge level indicating the following charge levels
1. 100%, 75%, 50%, 25%, and <5%.
2. If less than 5% battery life, the motor shall not allow any up functionality and only allow for lowering to prevent patient suspension in lift with no battery power.
ii. Must have a general malfunction warning indicating the need for service and inspection
iii. Must have maintenance required warning, which flashes but disappears after a short time, indicating the need for maintenance
iv. Must have an overweight symbol which flashes when a lift is attempted over the capacity of the motor. The function, when engaged, will disable the “up” arrow function while allowing all other functions to remain active
v. Must have a usage monitoring with use of the hand control information button to show lift history over time
