Responses to this source sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses capable of providing the service detailed below, Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following:

The Long Beach Veterans Affairs Health Care System (LBVAHCS) located at 5901 E. 7th Street, Long Beach, CA 90822 is seeking a qualified contractor that can develop and perform an instructor-led training program for Healing Touch Therapy certification. There will be no site visits.

Important information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 611710, SBA Size Standard ($24 Million Dollars). All offerors must certify compliance with VAAR 852.219-77, VA Notice of Limitations on Subcontracting -Certificate of Compliance for Services and Construction.

STATEMENT OF WORK (SOW)

1. Contract Title: Healing Touch Education Training

2. Background: The Long Beach VA Healthcare System (LBVAHCS) aims to enhance holistic patient care by integrating complementary therapies such as Healing Touch. To accomplish this, a certified training program is needed to equip healthcare professionals with the necessary skills and credentials in Healing Touch energy therapy. This initiative supports the Veterans Affairs (VA) mission to deliver comprehensive, patient-centered care that incorporates innovative and holistic approaches. Healing Touch is an energy-based modality used to promote health and well-being, address spiritual distress, improve impaired tissue integrity, and manage symptoms such as pain, anxiety, respiratory distress, as well as post-anesthesia recovery and side effects of chemotherapy and radiation therapy. LBVAHCS does not have any full-time employees (FTEs) capable of delivering the five levels of education and training required to provide this advanced level of CIH, person-centered care.

3. Scope: Provide instructional materials—including manuals, handouts, and certification documentation—to employees of the Long Beach VA Healthcare System in the art of Healing Touch, a non-invasive, energy-based therapy promoting health and well-being. The courses will offer nursing continuing education units (CEUs) approved by the American Holistic Nurses Association, an accredited approver by the American Nurses Credentialing Center’s Commission. This project encompasses the delivery of Healing Touch Education Certification Courses ranging from Level I through Level V for eligible VA healthcare staff. The training will be conducted on-site at the LBVAHCS classroom training in Healing Touch Education Certification Training. The curriculum includes theoretical instruction, practical exercises, assessments, and certification processes. The scope also includes the development of training materials, facilitation of certification exams, and provision of post-training resource support will be access to on-line materials and within 1 week of completion of the training.

4. Specific Tasks.

a) Develop and customize a Healing Touch curriculum that aligns to certification standards.

b) Prepare and distribute all training materials, manuals, and handouts prior to the scheduled sessions to the course participants.

c) Conduct a multi-day, on-site Level I through Level V certification training, including lectures, demonstrations, and supervised practice.

d) Develop and conduct assessments to evaluate participant understanding and skill acquisition.

e) Issue certifications upon successful completion of the course and assessments to the course participants.

f) Provide participants with access to post-training resources and support channels.

g) Collect feedback and evaluations from participants for continuous improvement.

The VA will provide the training space, including necessary furniture, audiovisual equipment, and any other facilities required for the training sessions. The contractor is responsible for bringing any specialized equipment needed for the course.

All work shall be performed during normal business hours, Monday through Friday. The Program Point of Contact will coordinate with the vendor to establish the course schedule.

If a holiday falls on Sunday, the following Monday shall be observed as the legal holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a legal holiday by U.S.

Government Agencies. Also included, would be any other day specifically declared by the President of the United States of America to be a National Holiday.
