Questions and Answers 36C26225Q0980 Boiler Plant Water Treatment

1. Permission or alternative means to access recent water sample data?

ANSWER: Current log readings were given during walkthrough. I am not sure if we can attach the latest NALCO provided readings.

2. Technical specifications or detailed information regarding the boilers and cooling towers.

ANSWER: BOILERS: Two Cleaver Brooks CB-LE, Mdl: CB 1200-700-200 28.5 MM BTU/HR heat input natural gas fired with diesel back-up. One Heat Recovery Steam Generator.

COOLING TOWERS: Central Plant has three built-up cooling towers, and one factory assembled. Cooling Towers 1 through 3: make/mdl-NA, gpm-2900, ton-1200, HP-NA. Cooling Tower 4: make- BAC, model- 3604A, gpm:1789, ton-500, HP- 60.

3. Can the VA please provide the Tonnage for the cooling towers?

ANSWER: 1200 Tons CT-1, CT-2, CT-3. 500 Tons CT-4.

4. Can the VA please provide the System Volume for the cooling towers?

ANSWER: Do not have current information available.

5. What are the current cycle rates for the cooling towers? Are they consistent across all units?

ANSWER: Do not have current information available.

6. Is there a condensate return system in place? If so, what is the estimated return percentage?

ANSWER: Condensate return system is in place. Do not have current return percentage information available.

7. Have there been any changes to the cooling towers or boilers since the previous bid in 2020?

ANSWER: CT-4 was refurbished in 2022. Received upgraded fan and motor, fill media replacement, new nozzles, and new railing.

8. How frequently are the cooling towers cleaned each year?

ANSWER: Semi-Annually

9. What is the current annual contract amount for maintenance or related services?

ANSWER: Do not have current information available. The average of the current annual contract amount for maintenance or related services is $55,504.97 per year. This is for Base+4OY (5 years total).

10. Equipment – I did not find in the RFP documents any mention of equipment (controllers, Pumps, tanks, etc….). We noticed there are Nalco tanks and one controller that I’m sure will be removed by Nalco at contract expiration. Would you like us to quote replacement equipment and if so, would you like us to provide as a secondary quote?

ANSWER: Do not have current information available. I am not sure how it was stated in the original contract for vendor to provide chemical injection tanks. The current SOW reflects the original contract SOW and doesn’t seem to mention that. If so, a secondary quote would need to be provided if needed. Respond to requirement as if the replacement is needed, we do not have two offers. We only need one offer for the whole action.

11. 0004 Misc – Could this line item be used for equipment or other services?

ANSWER: The misc. CLIN is for anything that may come up during the life of the contract that was not part of the contract. It does not have to have a price on it right now as we do not know if an emergency will happen during the contract. If and when an emergency happens the vendor will be requested to submit an emergency offer for the job at that time, no plug number will be placed on contract.
