About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a surgical instrument sharpening and repair services contract at the Loma Linda VA Healthcare System. The amendment, issued by the Department of Veterans Affairs Network Contracting Office 22 in Tucson, AZ, extends the receipt of offers deadline to June 23, 2025, at 8:00 AM PDT and includes a questions and answers section providing critical clarification on instrument replacement requirements.

The Q&A section reveals this is a new contract requirement with no current incumbent. The key clarification focuses on instrument replacement, where the VA allows flexibility in OEM vendors, requiring replacements to be the same style and "like for like" when exact matches are unavailable. The document provides an extensive list of acceptable manufacturers, including Aesculap, CODMAN, Stryker, Zimmer, and over 20 others. Additionally, the VA indicates approximately 200 instruments were ordered and replaced in the previous 12 months, which can help potential bidders estimate pricing and volume expectations.

Q: Is this a new contract or is there an incumbent?

A: This is a new requirement.

Q: On page 6 of the solicitation for surgical instrument sharpening and repair services at the

Loma Linda VA, the Performance Work Statement includes the following requirement:

“Surgical grade stainless steel instruments that are beyond repair shall be replaced with exact instruments (exact vendor, catalog number and quantity) before the set is returned to VALLHS.

No substitutions are acceptable.”

We respectfully request clarification on whether this requirement is considered absolute, or if there is any flexibility in circumstances where the exact instrument (vendor, catalog number) is no longer available, has been discontinued, or would involve an extended lead time. Our intent is to remain fully compliant with the contract requirements, and we want to ensure our proposal accurately reflects your expectations.

A: We are flexible in instrument OEM vendors, but replacement must be the same style and like for like. When not available, we can use another OEM to avoid unplanned delays and better patient outcomes

Q: To further clarify the above requirement, that the contractor must also provide documentation to show the ability to supply replacements of surgical instruments—specifically exact matches to

OEM catalog numbers and models—we would appreciate clarification on the following point:

Could you please provide a list of the specific OEMs, manufacturers, or brands that are included in the scope of acceptable replacements? This will help ensure our proposed listing of replacement instruments aligns exactly with your expectations and the scope of the solicitation

Q: We understand that basic instrument replacements are expected as part of this requirement.

To better anticipate volume and budget impact, are you able to share approximate spend or quantity of instruments replaced under the current or previous contract? This will help ensure our pricing is realistic and aligned with program expectations.

A: There is not a current contract. However, over the past 12 months…the previous contract and vendor did not provide instrument replacement as part of their services. But approximately

200 instruments were ordered and replaced in the last 12months.
