About this file

Amendment 0001 for Solicitation 36C26225Q0935 provides clarification regarding lab courier transportation requirements for the Department of Veterans Affairs (VA) Network Contracting Office 22. The amendment addresses a vendor question about transportation of medical specimens, specifically confirming that the listed courier runs do not involve surgical instruments and are intended for transporting lab specimens, blood products, and potentially reagents or supplies. The amendment reaffirms that the transportation runs are solely for lab-related materials, allowing potential geographical synergies in routing while maintaining the specified service requirements.

The solicitation is for a single Firm-Fixed Price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for courier services across multiple VA healthcare facilities in Southern California, set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The contract has a one-year base period with four optional one-year renewal periods, a guaranteed minimum of $500 and a maximum aggregate value of $7,000,000. Participating facilities include VA healthcare systems in Los Angeles, Long Beach, San Diego, and numerous community-based outpatient clinics and medical centers. Offers are due by August 14, 2025, at 10:00 AM PDT, with price being the sole evaluation factor.

This amendment is hereby issued to provide answers to vendor questions.

1. Page 3 Section 3: Lab Courier Runs/Approximate Frequency States “The Lab transportation of specimens shall not be be transported with surgical instruments”. However, there is no indicator in the run details as to what trips are for surgical instruments. Can you please either advise as to what trips are for instruments, or clarify if you would like all “runs” to remain separate and priced individually without utilizing potential geographical synergies?

- The listed runs do not require transportation of surgical instruments. This requirement is for transportation of lab specimens, blood products, and potentially reagents or supplies or combination of these.
