About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for Solicitation Number 36C26225Q0607, issued by the Department of Veterans Affairs Network Contracting Office 22 in Long Beach, California. The solicitation is for Hazardous Waste Collection and Disposal Services at the Greater Los Angeles VA Healthcare System, covering multiple facilities including West LA, SACC, LAACC, and Community-Based Outpatient Clinics (CBOCs).

The amendment responds to vendor inquiries and provides detailed waste stream information, including estimated annual volumes for various waste types such as flammable liquids, formalin, dental amalgam, e-waste, batteries, and biohazardous waste. Key requirements include providing one full-time equivalent (FTE) on-site hazardous waste technician to perform daily waste collection at West LA, weekly collection at Sepulveda, and as-needed pickups at other clinics. The technician will also conduct weekly eye-wash station inspections and housekeeping at waste accumulation areas. No site visits are authorized, and vendors are instructed to submit competitive best offers without a predetermined contract value or funding ceiling.

1. Please clarify if the contractor is to provide at least one FTE to perform on-site hazardous waste technician services. Yes, contractor must provide 1 FTE for on-site technician services.

1. Under 4.2.1.3 the third bullet point states that the contractor’s technician is to collect waste from all satellite locations and transport back to Central Accumulation Areas. Please clarify if you mean satellite locations within a site (going room to room and bring waste to the Central Accumulation Areas) or is technician expected to go to outlying sites like East Los Angeles clinic and bring that waste back to WLA. Technician is to collect waste from room to room at each location and bring back to the Central Accumulation Area at West LA and Sepulveda respectively. For pickups at the clinics, it will be on as needed basis and returned to West LA or if the volume is large, i.e. light bulbs or drums, load will be sent directly to waste contractor’s site for disposal.

1. Will the contractor's technician be expected to travel to all sites covered by this contract? There are bullet points stating the contractor's technician will perform weekly eye-wash station inspections and housekeeping at waste accumulation areas. Please clarify what sites these duties will be performed by the contractor's technician. The technician will be required to go to West LA daily and Sepulveda weekly. Eye wash and housekeeping for Sepulveda can be done when technician is on site once a week for that location. All other sites are on a as needed basis when requested.

1. One bullet point states that the contractor’s technician will be responsible for daily pickups from WLA, SACC, and LAACC. Please clarify if you mean they will collect waste within these sites and take waste to a Central Accumulation Area or do you mean transport waste off site for destruction on a daily basis. Please see answer to question 10.
