1. Is there an incumbent and if so, how was the original contract worth and incumbent contact info?
There is no incumbent. This service is not being performed, currently. The original contract is over 30 years old and cost information is unavailable. The FY2024 contract cost was $6,960.00.
2. Is the site located over water?
No, it is not over water.
3. I would like to coordinate pre-award site visits with Clean Harbors’ LA facility.
The sanitary maintenance hole is accessible from the southeast corner of North Bellflower Boulevard at East Anaheim Road. A site visit can be coordinated with the Contracting Officer’s Representative (COR).
4. Scope of work, submission instructions, and technical requirements are also needed.
This question was submitted when only the pre-solicitation was posted and before the RFQ, please refer to the RFQ/Solicitation.
5. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.
If not brand new, could you please provide the current / previous contract number?
This is a brand-new opportunity; no incumbent will be competing.
6. If a company is interested in submitting on this solicitation but will be unable to based upon the following found on P 33 of 64 of the solicitation documents under the header “Contractor Qualifications & Other Responsibilities”:
As the ELAP certificate is typically held by the lab, would the Government be willing to accept the certificate as valid if held by a teaming partner of the Primary Contractor?
No objection to a Primary Contractor subcontracting wastewater sample collection and analysis to a lab that holds the certifications required by Los Angeles County Sanitation Districts (LACSD).
